- Notice of Intent to Sole Source Award THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS IRTM Headquarters intends to award a firm fixed price sole source under the authority of Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000 to: FLATHEAD COMMUNICATIONS LLC. 62728 LEAPING HORSE LN SAINT IGNATIUS, MT 59865-9101, United States The North American Industry Classification System (NAICS) code for this requirement is 334220, Radio & Television Broadcasting and Wireless Communications Equipment Manufacturing. FWS intends to award this requirement as a sole source to Flathead Communications LLC., because Red Rock Lakes NWR urgently requires upgrading a radio communications repeater. Red Rock Lakes NWR is located in a remote and sparsely populated area of Montana and finding vendors with the right skill set to bid on the work is difficult. This station is located in a mountain forested valley in remote SW Montana 50 miles west of Yellowstone Park and relies solely on handheld and mobile radios for communication; no cell service is available at the station. Therefore, it is imperative to fulfill this requirement immediately. Flathead Communication was the only one of three vendor(s) who responded to Red Rock Lakes NWR with the assistance of the FWS Radio Team market research inquiry. Flathead Communications past performance demonstrates they're qualified to complete the requirement and similar recent work conducted in the mountain west is the basis of their cost being determined fair and reasonable. In essence, considering the urgency of this requirement and the FWS year-end deadline, additional time would significantly delay results of this mission critical project. The repeater that requires upgrading allows field staff to communicate via mobile and handheld radio, wildfires and grizzly bears on the landscape. We are currently in wildfire season and field staff do encounter grizzly bears on the landscape periodically. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
