Description
Special Notice: FD-2023-455 NOAA / NMFS / OSF The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Sustainable Fisheries (OSF), intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Biomereiux, Inc. of Salt Lake City, Utah, to procure the following: Preventative Maintenance for five (5) years on existing equipment by the manufacturer, BioMerieux Inc., to include telephone support, all parts, and recommended preventative maintenance. Labor time, travel time, and expenses covered during normal business hours. To also include remote telediagnostics for troubleshooting instrumentation with modem access.� Included existing equipment is as follows: Reader S/N IQIR02564, Filler S/N IQIF 02680, and Filler S/N IQIF 02826. The applicable Size Standard is North American Industry Classification System (NAICS) Code 334516, with a Small Business size standard of 1,000 employees. The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems and equipment. Existing equipment (Reader and Fillers) already exists in the current study area(s). The equipment is a sophisticated instrument that requires regular maintenance by qualified technicians to perform at optimal setting. Breakdown of the equipment could impact the speed and quality of work provided by NSIL and having quick response times for repairs is essential.�Moreover, BioMerieux Inc. has propriety rights to the equipment and no other contractor is authorized for the maintenance and service of the equipment. The Government intends to negotiate a firm fixed price contract.� This Special Notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing.� Submissions are due no later than August 30, 2023 at 5pm Eastern Time.� Oral communications are not acceptable in response to this notice.� Responses may be emailed to Christie.Lang@noaa.gov. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
