N6274223R0002 INDEFINITE DELIVERY INDEFINITE QUANTITY ARCHITECT-ENGINEER SERVICES FOR DESIGN, ENGINEERING, SPECIFICATION WRITING, COST ESTIMATING, AND RELATED SERVICES AT VARIOUS LOCATIONS UNDER THE COGNIZANCE OF NAVFAC PACIFIC ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM SF 330, ARCHITECT ENGINEER QUALIFICATIONS, IS CONTAINED HEREIN. THERE IS NO SEPARATE REQUEST FOR PROPOSALS (RFP) PACKAGE TO DOWNLOAD. This procurement will result in one Indefinite Delivery Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (A-E) services to include, but are not limited to, the preparation of Military Construction (MILCON) DD1391 project documentation, engineering studies, specifications utilizing the Department of Defense SPECSINTACT program, cost estimates utilizing the MII cost estimating system, and other services such as design and engineering services for Functional Analysis and Concept Development (FACD), Request for Proposal (RFP) documentation for Design-Build (DB) projects, RFP documentation and plans and specifications for Design-Bid-Build (DBB) projects at various locations in all areas under the cognizance of NAVFAC Pacific.� The scope of work includes focus on general military construction such as military operations and administrative buildings, but may also include other types of construction such as aviation and waterfront facilities, infrastructure improvements, firing ranges and living quarters. These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. �The IDIQ contract will be for a base period of one year and four one-year option periods (if exercised).� The total fee for the contract term shall not exceed $249,000,000. �The guarantee minimum for the contract term (including option years) is $10,000. �Firm-fixed-price task orders will be negotiated for this contract. �There will be no dollar limit per task order and no dollar limit per year. �Estimated start date is 29 April 2024. This proposed contract is being solicited on an UNRESTRICTED basis open to large and small business concerns. �The Small Business Size Standard is $25.5 million under the North American Industry Classification System (NAICS) Code 541330, Engineering Services. �The Government seeks the most highly qualified firm to perform the required services, based on the demonstrated competence and qualifications, in accordance with the selection criteria. All firms are advised that an active System for Award Management (SAM) registration along with a Unique Entity Identifier is required prior to award.� Failure to have an active SAM registration along with a Unique Entity Identifier may render your firm ineligible for award. �For more information, check the Entity Information section on the SAM website at https://www.sam.gov. The awarded contract will be subject to specific provisions addressing the avoidance of organizational conflicts of interest. �The prime contractor for this contract will be required to perform throughout the contract term. In accordance with Federal Acquisition Regulation (FAR) 36.209, firms are advised that no contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates, except with the approval of the head of the agency or authorized representative. Interviews may be scheduled with firms slated as the most highly qualified. �Firms slated for interviews may be asked to clarify information contained in the SF330 submittal. �Elaborate presentations are not desired. SELECTION CRITERIA: Firms responding to this synopsis will be evaluated to determine the most highly qualified firm to perform the required services in accordance with the published selection criteria.� Failure to comply with instructions or provide complete information may affect the firm�s evaluation or disqualify the firm from further consideration.� Specific selection criteria (in descending order of importance) include: Firm�s Specialized Experience Key Personnel�s Professional Qualifications Past Performance Capacity Firm Location Commitment to Small Business Volume of Work CRITERION (1) � FIRM�S SPECIALIZED EXPERIENCE (SF330, Part I, Section F) Firms will be evaluated on specialized relevant and recent experience in performance of services similar to those anticipated under this contract through evaluation of experience in the preparation and completion of the following seven (7) relevant areas: Specifications utilizing the Department of Defense SPECSINTACT program. Cost estimates utilizing the MII cost estimating system. Functional Analysis and Concept Development (FACD). Request for Proposal (RFP) documentation for Design-Build (DB) projects. RFP documentation, designs, and specifications for Design-Bid-Build (DBB) projects MILCON DD1391 project documentation. Engineering studies specifically related to project siting, scoping, costing and/or site investigations resulting in MILCON DD1391 document(s).� Other engineering studies will not be considered. Firms may be considered more favorable by demonstrating the following: More variety of the specialized relevant and recent experience noted above. Specialized relevant and recent experience in the provision of the services for the U.S. DoD Agencies. Specialized relevant and recent experience on projects located in Hawaii, Guam, Tinian, Philippines, Diego Garcia, and Australia. Specialized relevant and recent experience as the prime firm or Joint Venture partner may be considered more favorable than specialized relevant and recent experience as a subcontractor on a project. Proposed team members (i.e. prime contractor, subcontractors, Joint Venture (JV) members, Limited Liability Company (LLC) members, and Limited Liability Partners (LLP) partners) with a demonstrated history of working together on prior projects may be considered more favorably than those without such history. Specialized experience of an A-E subcontractor to a construction contractor, serving as the Designer-of-Record on a DB project, will not be given the same level of consideration as an A-E firm for a DBB project. SUBMISSION REQUIREMENTS:� SF330, Part I, Section F.� Provide a maximum of ten (10) projects completed within the past five (5) years immediately preceding the date of issuance of this notice that best demonstrate specialized relevant experience of the proposed team in the areas outlined above.� If more than 10 projects are submitted for evaluation, the Government will evaluate the first ten 10 projects and disregard any other project information after the first ten 10 projects.� Description of each project shall not exceed two (2) double-sided pages or four (4) single-sided pages.� If more than two (2) double-sided pages or four (4) single-sided pages are submitted for a project, the Government will evaluate the first two (2) double-sided pages or four (4) single-sided pages and disregard any pages in excess. A project is defined as either a stand-alone contract or a single task order under an Indefinite Delivery Indefinite Quantity (IDIQ) contract.� The Government will not consider information provided for an IDIQ contract only. Projects for work submitted that do not conform to any of the seven (7) relevant areas outlined at the beginning of this criterion will not be considered. The five (5) year completion timeline applies to design and engineering services and does not include Post Construction Award Services (PCAS) or the actual construction project. All projects provided in the SF330 must be completed by the actual office/branch/regional office/individual team member proposed to manage and perform work under this contract.� Projects not meeting this requirement will not be considered. If the A-E firm is a proposed Joint Venture (JV), information should be submitted for projects performed by the proposed JV.� However, if there are no relevant projects performed by the proposed JV, submit projects performed by the individual partner entities of the proposed JV.� Failure to submit experience for all proposed JV partners will be evaluated less favorably. At least one (1) of the maximum ten (10) projects must have an Estimated Cost of Construction (ECC) of $50 million or more that demonstrate specialized relevant experience involved with preparing and completing specifications utilizing the Department of Defense SPECSINTACT program and cost estimates utilizing the MII cost estimating system.� If no project(s) demonstrates these two specialized relevant experiences, the entire SF330 will be excluded from consideration in the evaluation. Checklists/matrices identifying specialized relevant and recent experience will not be considered.� Only information provided in SF330, Part I, Section F, Block 24 will be considered (see below). SF330, Part I, Section F shall be fully complete to include the following supplemental information: Block 21. For foreign locations, identify the city or military installation and the country. Block 23.c. Include a Point of Contact (POC) email address along with the telephone number. Block 24. Include the date (month, day, year) design and engineering services were completed. Include the stand-alone contract number or project identification number.� If the project was completed as a task order, provide both the task order number and IDIQ contract number. Include contract performance period (award and completion date). Include contract award amount. Include the Estimated Construction Cost (ECC). Ensure that the description of the project clearly discusses the scope of services to demonstrate specialized relevant experience provided in a project. Include a discussion of who executed the project as pertinent to demonstrating the firm�s specialized relevant and recent experience.� If a project was performed by a Joint Venture (JV), and all JV partners are not on the team proposed for this synopsis, the firm shall specifically address the work performed on the project submitted by the proposed JV partner(s).� If the project description does not clearly delineate the work performed by the proposed JV partner(s), the project may be removed from consideration.� Likewise, if the proposed JV partner(s) worked as a subcontractor on a project, the firm should specifically address the work performed by the proposed JV partner(s) on the project submitted.� If a project does not provide requested data, accessible point-of-contact, or valid phone number, that project may be removed from consideration.� For projects performed as a subcontractor or a JV involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole.� If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project may be removed from consideration. Block 25 Under Column (1) Firm Name, include both the SAM Unique Entity ID and CAGE Code for each firm. Under Column (3) Role, identify the specific discipline and include the specific contractual role such as prime contractor, prime JV partner, or subcontractor for the project CRITERION (2) � KEY PERSONNEL�S PROFESSIONAL QUALIFICATIONS (SF330, Part I, Section E & G) Firms will be evaluated on professional qualifications, specialized experience, and technical competence of the proposed key personnel in providing services to accomplish the tasks required under this contract, including participation in example projects as outlined in the SF330, Part 1, Section G. �Key personnel are individuals who will have major contract or project management responsibilities and/or will provide unusual or unique expertise. �Two (2) design teams each consisting of the following nine (9) specific disciplines must be included as key personnel: Principal-In-Charge of the Prime A-E firm Project Manager (PM) or Project Architect (PA) Lead Civil Engineer Lead Structural Engineer Lead Mechanical Engineer Lead Electrical Engineer Lead Fire Protection Engineer Blast Engineer Cost Estimator (CE) Firms may be considered more favorable by demonstrating the following: PM/PA that possesses a professional registration/license in architecture or engineering. CE�s specialized experience utilizing the MII cost estimating system. Key personnel with specialized relevant experience with U.S. DoD Agency projects. Key personnel with specialized relevant experience for projects located in Hawaii, Guam, Tinian, Philippines, Diego Garcia, or Australia. Key personnel that have participated in a significant number of projects submitted under SF-330, Section F (Criterion 1).� Significant number of projects refers to individual key personnel who are listed on three (3) or more Criterion 1 projects meeting the requirements outlined in Criterion 1. PM/PA of the prime firm or Joint Venture partner may be considered more favorable than PM/PA of a subcontractor. SUBMISSION REQUIREMENTS: SF330, Part I, Section E.� Provide resumes for all proposed key personnel that best demonstrates specialized experience in the work proposed under this contract.� Resumes of personnel other than the nine (9) specific disciplines listed at the beginning of this criterion shall not be submitted, and if submitted, shall not be considered in the evaluation.� Resumes are limited to one (1) double-sided page or two (2) single-sided pages in total for each key personnel and shall be fully complete to include the following supplemental information: Block 13 Do not use roles/titles such as �Type I Engineer� or �Professional Engineer I�, where the specific discipline is unidentifiable. Block 15 For foreign locations, identify the city and country. Include both the SAM Unique Entity ID and CAGE Code of the firm. Block 17 Only provide current/active professional architectural or engineering registration/license information to include the specific state and discipline.� Include an annotation if the state does not specifically identify the discipline on the registration/license. Block 18 Leave blank Block 19 Complete Block 19 for two (2) Project Managers/Project Architects and two (2) Cost Estimators only, representing each design team.� Project information submitted that exceed this limit or for other key personnel will not be considered. Submit a maximum of five (5) projects completed within the past five (5) years immediately preceding the date of issuance of this notice that best demonstrate specialized relevant and recent experience in the seven (7) areas identified under Criterion (1).� If more than five (5) projects are submitted for evaluation, the Government will evaluate the first five (5) projects listed and disregard any other project information. A project is defined as either a stand-alone contract or a single task order under an Indefinite Delivery Indefinite Quantity (IDIQ) contract.� The Government will not consider information provided for an IDIQ contract only. The five (5) year completion timeline applies to design and engineering services and does not include Post Construction Award Services (PCAS) or the actual construction project. Under Column (2) Year Completed, for Professional Services, provide the date (month, day, year) design and engineering services were completed.� This does not include PCAS. Under Column (3) Brief Description, ensure that the specific role/discipline is provided. Under Column (3) Brief Description, do not use other company titles such as �Type I Engineer� where the discipline and role are unidentifiable. SF330, Part I, Section G.� Indicate participation of all key personnel in the example projects listed in Section F. CRITERION (3) � PAST PERFORMANCE (SF330, Part I, Section H) Firms will be evaluated on past performance with Government agencies. �Evaluating past performance and experience will include information provided in Past Performance Questionnaires (PPQs) or Contractor Performance Assessment Reporting System (CPARS) for Criterion (1) projects and may include customer inquiries, Government databases, and other information available to the Government including contacts with points of contact in other criteria. Note:� Past performance information for projects listed under Criterion (1) may be given greater weight than past performance information for other projects. Firms may be considered more favorable based on the following: Past performance as either the prime contractor or Joint Venture (JV) partner may be considered more favorable than past performance as a subcontractor. SUBMISSION REQUIREMENTS:� Submit a completed CPARS evaluation for each project under Criterion (1) and only for those projects.� If a completed CPARS evaluation is not available, the PPQ included in this notice (Attachment (A)) is provided for the firm or its team members to submit to the client for each project included under Criterion (1).� Client is defined as the contracting agent and/or their representative responsible for the contract administration, or the facility owner/user.� PPQs shall not be from the prime contractor on a design-build project nor shall it be from a prime contractor to a sub-contractor.� If work was performed as a subcontractor for a project under Criterion 1, provide a completed PPQ.� Performance evaluations for other than the firm will not be considered. DO NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS AVAILABLE.�� IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact.� Completed PPQs should be submitted with your SF330.� If the firm is unable to obtain a completed PPQ from a client for a project(s) before the response date set forth in this notice, firms should complete and submit with their responses the first page of the PPQ (Attachment (A)), which will provide contract and client information for the respective project(s). �Firms may submit a PPQ previously submitted under a different Notice/RFP (legible copies are acceptable) as long as it is on the same form as posted with this Synopsis.� Firms should follow up with clients/references to ensure timely submittal of questionnaires. �If requested by the client, questionnaires may be submitted directly to the Government's point of contact, Naval Facilities Engineering Command, Pacific, Code CON31, Attn: Nam Phan at nam.q.phan.civ@us.navy.mil, prior to the response date.� Firms shall not incorporate by reference into their response PPQs or CPARS previously submitted in response to other Architect-Engineer services procurements. �However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. SF330, Part I, Section H.� Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Criterion (1).� Firms may also address any adverse past performance issues.� Information shall not exceed two (2) double-sided pages or four (4) single-sided pages in total. Awards, letters of commendation, certificates of appreciation, etc. shall not be submitted and will not be considered in the evaluation. CRITERION (4) � CAPACITY (SF330, Part I, Section D and H) Firms will be evaluated on the capacity to accomplish the work in the required time and ability to accomplish multiple projects concurrently. SUBMISSION REQUIREMENTS: SF330, Part 1, Section D.� Provide an organizational chart of the proposed team members (prime, Joint Venture partners, subcontractors) as an attachment. SF330, Part 1, Section H.� Provide a narrative addressing each of the following: Describe the prime or Joint Venture�s (including all Joint Venture partners) ability to complete several large task orders concurrently requiring quick turnaround. Describe the prime or Joint Venture�s (including all Joint Venture partners) current workload. Describe the prime or Joint Venture�s (including all Joint Venture partners) availability for the specified performance period of this IDIQ contract. For the organization chart provided as an attachment under SF330, Part 1, Section D, describe how the proposed team�s (prime, Joint Venture, Joint Venture partners, and subcontractors) organizational construct is the most efficient and effective in the execution of work. Assuming two (2) separate design teams that are required to execute two (2) large projects concurrently (such as two (2) full DBB RFP designs of two aircraft hangars with an Estimate to Completion (ECC) of $100M each), identify all personnel (key personnel identified under Criterion (2) and other personnel of major engineering and design disciplines only). Include the proposed team members (prime, Joint Venture partner, subcontractor) for each team. If the same key personnel are identified for more than one design team, provide further explanation substantiating such designation and ability to accomplish multiple projects concurrently. For all key personnel identified under Criterion (2), explain their roles and responsibilities. CRITERION (5) � FIRM LOCATION (SF330, Part I, Section C & H) Firms will be evaluated on the location of their office or offices that will be performing the work under this contract and demonstrated knowledge of the general geographic areas in which projects could be located.� Evaluation of firms will include consideration of their location within the general geographic area of the anticipated projects, primarily Hawaii, Guam, Tinian, Philippines, Diego Garcia, and Australia. SUBMISSION REQUIREMENTS: SF330, Part I, Section H. �Provide a narrative addressing each of the following: Describe the proposed team�s (prime, Joint Venture Partner, subcontractor) knowledge of the primary geographic areas to be covered by this contract which include Hawaii, Guam, Tinian, Philippines, Diego Garcia, and Australia.� For each primary geographic areas, specifically indicate if the proposed team members (prime, Joint Venture Partner, subcontractor) has an office and if so, include a description of staffing and functions for each office. Describe the proposed team�s (prime, Joint Venture Partner, subcontractor) ability to ensure timely response to request for on-site support. CRITERION (6) � COMMITMENT TO SMALL BUSINESSES Firms will be evaluated in terms of the extent to which they have identified and committed to Small Businesses (SB), Self-Certified Small Disadvantaged Businesses (SDB), Women-Owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB), Service Disabled Veteran Owned Small Businesses (SDVOSB), and if applicable, Historically Black Colleges or Universities and Minority Institutions (HBCU/MI) in performance of this contract, whether as a joint venture, teaming arrangement, or subcontractor.� The Government will evaluate proposals based on: Past performance in utilization of small business concerns; and Participation of small business concerns for this requirement SUBMISSION REQUIREMENTS: SF330, Part I, Section H and Attachment (B) Subfactor (A) Past Performance in Utilization of Small Business Concerns In support of (A), ALL FIRMS shall provide historical data on utilization of SB, SDB, WOSB, HUBZone SB, VOSB, SDVOSB and HBCU/MI. All LARGE BUSINESSES (LBs) shall submit three (3) �final� or �most recent� Individual Subcontracting Reports (ISRs) for similar contracts of comparable size which show compliance with utilizing the various types of small business firms noted above.� If ISRs are not FINAL or MOST RECENT they will not be considered.� The MOST RECENT reporting period is 31 March 2023; therefore, any ISR submitted that is not FINAL must be from the 31 March 2023 reporting period to be considered.� Failure to provide three (3) ISRs that comply with the requirements will result in a NOT MET for this criterion, unless ISRs for similar contracts of comparable size are not available.� If ISRs for similar contracts of comparable size are not available, LBs shall submit other documentation which shows their utilization of the various types of small business firms for similar contracts of comparable size.� If subcontracting goals were not met, provide a detailed explanation for each unmet goal.� All SMALL BUSINESSES (SBs) shall submit documentation which shows their utilization of the various types of small business firms for similar contracts of comparable size.� Subfactor (B) Participation of Small Business Concerns for this Requirement In support of Subfactor (B), all LBs shall submit a draft Small Business Subcontracting Plan, Attachment (B), in which they will be evaluated on the extent to which they identify and commit to the published Small Business Subcontracting Program. The Secretary of the Navy has assigned the Naval Facilities Engineering Systems Command goals for FY2023 in terms of percentages of total planned subcontracting dollars for utilization of small businesses. Demonstrate the plan to meet these goals: Category Percentage Small Business (SB) 40% Small Disadvantaged Business (SDB) 5% Historically Underutilized Business Zones (HUBZone) SB 3% Woman-Owned Small Business (WOSB) 9% Service-Disabled Veteran-Owned Small Business (SDVOSB) 3% If a LB firm is selected for award, a Small Business Subcontracting Plan in accordance with FAR Subpart 19.7 and DFARS Subpart 219.7 will be required and incorporated into the contract award.� The attached Small Business Subcontracting Plan template Attachment (B) shall be used by LBs to complete the draft subcontracting plan.� Firms shall submit their �draft� Small Business Subcontracting Plans utilizing this template, and ONLY this template. A draft Small Business Subcontracting Plan is not required from SBs; however, in support of Subfactor (B), all SBs shall submit similar information on the extent to which they identify and commit to subcontracting to large business (LB), SB, SDB, WOSB, HUBZoneSB, VOSB, SDVOSB, and HBCU/MI if applicable in the performance of this contract. CRITERION (7) � VOLUME OF WORK [Numbers will be pulled by the contract specialist for the JV and for each JV partner in the case of a joint venture.] Firms will be evaluated in accordance with DOD Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance and Information (PGI) 236.602-1, from data extracted from the Federal Procurement Data System (FPDS). Firms will be evaluated in terms of work previously awarded to the firm by DOD within the past twelve months with the objective of effecting an equitable distribution of contracts among qualified A-E firms including small, disadvantaged business firms, and firms that have not had prior DOD A-E contracts. SUBMISSION REQUIREMENTS: Firms do not submit data for this factor. GENERAL SF-330 SUBMISSION REQUIREMENTS: Architect-Engineer firms desiring to be considered for this contract must submit a completed SF-330 package.� The SF-330 shall be typed, one sided, at least 11 point Times New Roman or larger.� Part I shall not exceed 150 single-sided 8.5 by 11 inch pages (the page limit does not include ISRs, certificates, PPQs, licenses, or the draft subcontracting plan, as required by the Small Business Subcontracting criterion, nor does the page limit include cover sheets, dividers, or other requested documentation (e.g., joint venture agreement, proof of AE firm registration)� provided that these do not contain any substantive information submitted in response to the synopsis or intended to demonstrate the qualifications of the firm).� Part I pages shall be numbered sequentially.� The organizational chart may be one page single sided 11 by 17 foldout, using 11 point font or larger (font limitations do not apply to graphics, captions or tables). **In accordance with the FAR 36.601-4(b) contracts for architect-engineer services may only be awarded to firms permitted by law to practice the professions of architecture or engineering.. Firms must submit proof that they are permitted by law as required by FAR 36.601-4(b).� If a firm is in a jurisdiction that requires AE firm registration, the firm must provide proof of registration.� If a firm is in a jurisdiction that does not require AE firm registration, the firm must provide proof eligibility to practice (e.g., a summary explaining eligibility under the laws of that jurisdiction).� Failure to submit the required proof could result in a firm�s elimination from consideration. **Firms who are offering as a joint venture should include with their submission a copy of the joint venture agreement.� Failure to include the joint venture agreement may result in the firm�s elimination from further evaluation.
