- The United States Coast Guard Surface Forces Logistics Center has an emergent requirement and requesting quotations for the following part: Item 1) VALVE, BALL NSN: �� 4810 01-517-8110 PN: ���� LV071A MFG: � YOKOGAWA CORP OF AMERICA QTY: �� 06 EA EML-500HVI, 70 MM SEA VALVE, 30 YEAR LIFE SPAN. SPECIAL FEATURES: 2.76INCH VALVE BALL 94.8 LBS 12X12X30.� END ITEM IDENTIFICATION: SPEED LOG, SYSTEM, ELECTROMAGNETIC, 6605-01-503-5969 ABOARD 87 FT WPB COAST GUARD VESSELS. PART NUMBER HAS BEEN UPDATED TO V8814ZH, VENDOR CONFIRMS SAME FORM, FIT, FUNCTION. CHANGE RECORD WILL BE SUBMITTED. INDIVIDUALLY PACKAGED IN ACCORDANCE WITH MILSTD-2073-1E METHOD 10, CUSHIONED AS APPROPRIATE TO PREVENT MOVEMENT OR DAMAGE FROM EXTERNAL IMPACT. EACH ITEM SHALL THEN BE PACKED IN AN APPROPRIATELY SIZED ASTMD6251 TYPE III, CLASS 1 WOOD-CLEATED PANELBOARD SHIPPING BOX OR ASTM-D6880 CLASS 2 HEAVY DUTY SCREWED WOODEN BOX. The items are used on various US Coast Guard vessels. All items shall be individually packaged and marked IAW the above packaging requirements.� Inspection and acceptance shall take place at Destination after verification of preservation, individual packaging and marking/bar coding requirements and confirmation of no damage during transit. Failure to comply with packaging requirements will result in rejection and nonpayment. Delivery shall be F.O.B. Destination to USCG Surface Forces Logistics Center, 2401 Hawkins Point Road, BLDG 88A MARKED FOR: RECEIVING ROOM, Baltimore MD 21226 All Deliveries are to be made Monday through Friday between the hours of 7:00AM to 1:00PM. NOTE: NO DRAWINGS, SPECIFICATIONS OR SCHEMATICS ARE AVAILABLE FROM THIS AGENCY. Brand Name part is mandatory to be considered for award, offers of �equal� products must meet the salient physical, functional, or performance characteristic specified in this solicitation and USCG will determine if alternate part is acceptable. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format outlined in FAR Subpart 12.6, FAC 2023-01 (Mar 2023) and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The resultant purchase order will be awarded using simplified acquisition procedures in accordance with FAR 13.106 apply.� The NAICS code for this solicitation is 333618 and the business size standard is 500. The U.S. Coast Guard intends to award on all or none basis to a responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government.� Award will be lowest price technically acceptable.� The Coast Guard intends to award on a Firm Fixed Price Contract. All responsible sources may submit a quotation, which if timely received, shall be considered by the Agency. Pursuant to FAR Subpart 13.106-1 (b), the Contracting Officer may solicit from one source if they determine that the circumstances of contract action deem only one source reasonably available: Check the appropriate reason below: X - Brand Name Mandatory 7. Impact Statement: The Ball Valve listed above must conform to design, materials, and operational requirements. The Ball Valve is the standard configuration currently installed on the 87� WPB Patrol Boats Speed Log System. Any failure of substituted parts could jeopardize the safety of the vessel and crew. The 87� Patrol Boats have been in service for nearly 20 years. These cutters operate in a variety of weather and sea conditions and rely on the Speed Log System and associated valves to provide an adequate means for the flow of sea water to Speed Log components. The Ball Valves are located in the Speed Log system just inside the skin of the ship and allow the crew to shut water off to the Speed Log systems to perform maintenance. These Cutters need to maintain a constant state of readiness. Any attempt to manufacture the listed items without the proper specifications, drawings, and technical data could cause equipment failure, flooding, of sea water into the ship due to mismatched flanges, bolt holes, or incorrect seating surfaces. This can also prevent the cutter from meeting unit mission requirements possibly causing loss of life and property. 8. Explain why an adequate purchase description or other information suitable to solicit by Full and Open Competition has not been developed or are not suitable. Yokogawa Corp of America is listed as the Original Equipment Manufacturer (OEM) of the listed items used on the 87� WPB Coast Guard vessels. The reproduction manufacturing drawings, specifications and other technical data have not been purchased and is proprietary. The material, manufacturing processes and technical data of the listed item is proprietary to the OEM and not for sale as was requested by the Coast Guard. The Coast Guard does not possess manufacturing data required to obtain full and open competition. Further, the scope of manufacturing, special tools and equipment required to manufacture the various parts are unknown. The technical data that is needed is proprietary. Without the adequate data, the Coast Guard is not capable of evaluating equal or alternate parts manufactured by other than the original equipment manufacturer. The need to have Yokogawa Corp of America valves is to maintain configurations for all 87� WPB Patrol Boats. There are multiple types and styles of the Ball Valves, but the exact material, body configurations and tolerances are different. The use of OEM parts will ensure components and process are sufficient to enable physical and functional interchangeability, as well as identifying source, size, configuration and performance requirements. United Radio Services, Inc and AG Marine Inc. are an authorized distributors and can guarantee interchangeability, compatibility, functionality, and size requirements of the listed item. Vendors other than the OEM providing quotation shall provide certification the item offered is authentic Yokogawa Corp of America products. 9. Provide a Statement of Actions, if any, the government may take to remove or overcome any barriers to competition before future acquisitions are required. COR will continue to conduct market research to locate other possible vendors who can supply the item listed above, however without the technical data needed to allow for full and open competition this will be difficult. The Coast Guard cannot require any OEM to release their proprietary technical data.
