Description
THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD has a requirement for Navy Electronic Chart Display Information System (ECDIS) - Radar Interface Communication (RIC) Software Module and Fleet Wide Licensing.� The Navy ECDIS software is being developed to run on the Red Hat Enterprise Linux (RHEL) operating system (version 7.6 and 8.6) for the surface and submarine fleet. The Navy ECDIS software implements an interface to communicate with the AN/SPS?73(V)12 Surface Search Radar System for purposes of receiving radar video and track data, sending track acquire requests, and controlling the SPS?73 secondary radar processor. A native Linux application library for Radar Communication and Control is desirable for integration with the Navy ECDIS software.� It is the Government's intention to procure this on a competitive basis. Accordingly, NSWCPD is requesting information from any and all interested sources in order to make an informed determination regarding procurement strategy. Respondents shall provide capability statements with specific information regarding their ability to provide the requirement stated above. Responding statements are not to exceed three (3) pages in length. Responses shall be in electronic format (Microsoft Word or PDF preferred). A cover page for the response shall be included. The cover page shall include the company name, address, CAGE Code, Business Size Status for North American Industry Classification System (NAICS) code 513210 -- All Other Electrical Equipment and Component Manufacturing, and points of contact (names, email, and telephone numbers) at a minimum. The cover page is not considered in the total page count. NSWCPD will accept only electronic unclassified submission of responses. Responses shall be sent to Jillian Randazzo at jillian.randazzo.civ@us.navy.mil with the subject line ""RFI N6449823PD0541."" All responses shall be unclassified and submitted no later than 03:00PM EST on 30 August 2023. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals Government WILL NOT PAY for any information received in response to this pre-solicitation notice, and the Government will not compensate the respondent for any cost incurred in developing the response to this pre-solicitation. The Government will not release any information marked with a proprietary legend received in response to this pre-solicitation to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned. Including a fleet-wide license for integration testing and fielding of the Navy ECDIS software. 2.0 APPLICABLE DOCUMENTS Navy Issuances https://www.secnav.navy.mil/doni/default.aspx DOD Issuances https://www.defense.gov/Resources/Forms-Directives-Instructions/ NAVSEAINST Library https://www.navsea.navy.mil/Resources/Instructions/ The Contractor shall reference and utilize the latest version available when performing tasks within this PWS. 3.0.� REQUIREMENTS Contractor shall provide the following software components that meet or exceed the specifications defined below. 3.1 Software Application The contractor shall provide a Radar Communication and Control software application �to send and receive messages between the Navy ECDIS software and the AN/SPS?73(V)12 Surface Search Radar System. The Radar Communication and Control software application should be able to output messages as well as register for and receive incoming messages as defined in the Navy ECDIS Interface Design Description (IDD), Document ID: 03956-5009694 Rev B, section 3.11 SPS-73 RDSCOMMS. The contractor shall provide the Radar Communication and Control software application via minor modification of existing commercial software or any other method the contractor deems available. 3.2 Licensing A fleet-wide license for the Radar Communication and Control software application to facilitate the integration testing and fielding of the Navy ECDIS software. 4.0 Manufacturing Phase-Out or Discontinuation of Production, Diminishing Sources, and Obsolete Materials or Components The contractor shall notify the contracting officer immediately upon determining the unavailability of obsolete materials or components. The contractor may recommend a solution to include the impact on the contract price and delivery. The contractor shall not initiate any item redesign or incur any additional costs without the express, written authorization of the contracting officer.
