ET Request for Solutions: CHARACTERIZATION AND IMPROVEMENT OF MATERIALS OF BORON NITRIDE NANOTUBES AND THEIR COMPOSITES (S2MARTS) �PURPOSE This Request for Solutions (RFS) is issued to seek research (utilizing 10 U.S.C. � 4021 Authority) to expand capability to design, process, characterize, and test materials for research and development. The Government intends to award at least one Other Transaction Agreement on a fixed-price basis as a result of this RFS. Please note, multiple awards may be issued if determined to be in the Government�s best interest. The Government also reserves the right to execute fewer awards than anticipated, select aspects of a proposal for award, or not select any of the solutions proposed. Partial responses addressing only a subset of the project�s overall objectives are permitted and encouraged for this effort. � � � � 2. BACKGROUND AND SUMMARY �2.1 S2MARTS Vendors interested in responding to this RFS must be members of the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) consortium. Interested parties may visit S2MARTS.org for membership information. This project will be managed by a Naval Surface Warfare Center, Crane Division Project Manager. � 2.2 PROJECT OVERVIEW Boron nitride nanotubes (BNNTs) is an emerging material that has many unique properties including directional thermal conductivity, high strength, and electrical resistivity. As manufacturing techniques improve and these materials become more easily accessible, their characterization, improvement, and optimization need attention for continued development. BNNTs need to be characterized at a fundamental level as well as their potential form factors and processing methods. This is to include but not limited to pure BNNTs, BNNT fabrics, and BNNTs incorporated into ceramic matrix composites (CMCs) and polymer matrix composites (PMCs). While BNNTs are highlighted here, this is not to limit the research and development to only this materials system but may also include materials with similar properties and the materials that may be used in conjunction to improve their performance and use case.
