INDUSTRY DAY ANNOUNCEMENT Title of Event: Radar System Test and Analysis (RSTAC) Industry Day Event Total Small Business Set-Aside PSC: AC13 NAICS: 541715 Place of Performance: Huntsville, Alabama Reference Number: MDA23SNSPN05 DISTRIBUTION STATEMENT A. Approved for public release; distribution is unlimited. Approved for Public Release 23-MDA-11156 (11 Aug 23) The mission of the Missile Defense Agency (MDA) is to develop and deploy a layered Missile Defense System to defend the United States, its deployed forces, allies, and friends from missile attacks in all phases of flight. The Ground Sensors Directorate (SN) mission is to develop, test, acquire, deploy, and sustain Missile Defense System radars. The MDA Ground Sensors Test Division (MDA/SNT), located at Redstone Arsenal, Alabama, responsibility is Ground Sensors system test planning, provisioning, execution, analysis, and infrastructure. MDA/SN radars that will be included in the RSTAC are the X-Band Army Navy/Transportable Radar Surveillance and Control Model 2 (AN/TPY-2) and Sea-Based X-Band (SBX) radars, Ultra High Frequency (UHF) Upgraded Early Warning Radars (UEWRs), and L-Band COBRA DANE (CD) radar. Flight and Ground Test events are defined in the Missile Defense System Integrated Master Test Plan (IMTP). Ground Test support includes support for Director of Test (DT) led Missile Defense System (MDS) test planning and integration, execution, and analysis of formal ground tests. Ground Test venues include, but are not limited to, formal integrated ground test, distributed ground tests, Continuous Developmental Integration (CDI) events, Flight Test System Pre-Mission Tests (SPMTs), and pairwise element level testing with other Missile Defense System Elements. The MDA executes the IMTP-defined ground test events at Hardware-in-the-Loop (HWIL) facilities or at distributed radar sites. The HWIL equipment utilized in testing currently consists of multiple test strings, all located at the Advanced Research Center (ARC) in Huntsville, Alabama. Flight Test support includes support for DT led Missile Defense System test requirements/test objective development, detailed planning and pre-mission analysis, execution, and post-mission analysis. The MDA conducts IMPT-defined flight tests at deployed test sites worldwide that include various test ranges and operational sites. The RSTAC efforts include test provisioning, operation, and non-Commercial Off-the-Shelf (COTS) sustainment for the HWIL representations for each sensor along with laboratory facilities that will be required to perform MDS ground testing, SPMTs for flight tests, and CDI testing. The effort also includes tech refresh (including cyber security), maintenance, and operation of two shelters that support AN/TPY-2 participation in flight tests: the Mission Operations Center (MOC) and the Mission Support Center (MSC). The MDA SN will host a RSTAC Industry Day Event and Potential Prime Offerors One-on-One sessions on September 19, 2023, in Huntsville, Alabama (Redstone Arsenal). The purpose of this Industry Day will be to provide an overview of Ground and Flight Tests and the related tasks anticipated in the RSTAC. This Industry Day Announcement does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future nor does not commit the Government to establish a contract for any supply or service whatsoever. Further, MDA is not seeking proposals nor will it accept proposals. All costs associated with responding to this announcement or attending the Industry Day will be solely at the respondent/attendee�s expense. Participation in RSTAC or any other future Agency transaction or procurement opportunity is not contingent upon attending this Industry Day. When considering attendance current or prospective MDA TEAMS and TEAMS-Next Contractors and Subcontractors must adhere to the GUIDING PRINCIPLES FOR TEAMS-NEXT ORGANIZATIONAL CONFLICTS OF INTEREST (September 15, 2020). Attendees should coordinate with the cognizant MDA Consolidated Support Program Office PCO to determine whether it has or will have an actual or potential conflict of interest or whether it will gain an unfair competitive advantage in relation to the performance of any TEAMS or TEAMS NEXT contract. Potential offerors and subcontractors are placed on notice that this includes the furnishing of advice, information, direction, or assistance to an offeror in support of the preparation or submission of a proposal, proposal modification, or revision in relation to any solicitation, an amendment to the same or any other communication with the Government to include discussions; regardless of whether that advice, information, direction, or assistance originates from a proposed subcontractor or any other source. The email subject line shall state �RSVP RSTAC Industry Day Event�. Companies must provide the name and information of no more than three (3) personnel per company (inclusive of Business Units); identify intent to participate as either prime, subcontractor, or joint venture. One-on-one sessions for up to three (3) personnel per company (inclusive of Business Units) will be available, if desired, for potential prime offerors in 30 minute increments, first come, first served in the order received. See registration form. An email confirmation will be sent by the Ground Sensors Contracting Office verifying successful receipt of registration along with a detailed industry day agenda including the industry day schedule, maps, and directions. Receipt of registration documents does not guarantee clearance to attend this event. Each person attending industry day must provide one (1) form of valid US government issued photo identification (ID) and sign-in to the facility upon arrival. Acceptable forms of photo ID include the following: US Driver's licenses or other state photo identity cards issued by Department of Motor Vehicles (or equivalent), US passport or US passport card, US DHS trusted traveler cards (Global Entry, NEXUS, SENTRI, FAST), U.S. Department of Defense IDs, US State-issued Enhanced Driver�s License, Federally recognized tribal-issued photo ID, US Transportation worker identification credential (TWIC), and US Merchant Mariner Credential. Non-Common Access Card (CAC) holders will be provided base access instructions. Personal electronic devices, to include but not limited to: cameras, cell phones, smart watches/fitness trackers, photographic equipment, recording devices, wireless headphones, thumb drives, and computer drives are prohibited from being brought into the facility. Visitors are reminded that all bags and packages brought into the facilities are subject to inspection at all times by access control personnel. Attendees should arrive at the Von Braun III facility at 0730 on the day of the event to ensure time for check-in and badging prior to entering the facility. A. Visit Authorization Request (VAR) Processing Instructions: As part of the pre-registration process, MDA requires all industry participants have a Visit Authorization Request (VAR) on file with MDA to participate in the event and session. Any person attending Industry Day Event and One-on-one Session must, at a minimum, have a US SECRET security clearance. VAR Information: VARs must be sent NLT September 1, 2023 via the Defense Information System for Security (DISS) to SMO Code: DDAAUH. The individual�s name, company name and phone number shall be included in the VAR submission. The date of the visit shall be September 19, 2023 and the POC is rstac@mda.mil. VAR submissions after September 1, 2023 may result in personnel not being cleared to attend the Industry Day Event. There will be no day-of processing by the MDA security office. POC: rstac@mda.mil
