Description
The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) single source award to Asphalt Systems, Inc. (ASI), 2775 W 1500 S, Salt Lake City, Utah 84104-4621 to procure Field Application and Assessment of GSB-88 services. The Airfields and Pavements Branch (APB) Asphalt Lab is supporting ongoing research funded by the Air Force and the Assistant Secretary of the Army Installations, Energy, and Environment evaluating sustainable technologies for use on military asphalt pavements, including various proprietary asphalt surface treatment products. At the laboratory scale, the Asphalt Lab team has extensively evaluated one product, GSB-88, a Gilsonite-modified surface treatment product developed and supplied by Asphalt Systems, Inc. (ASI) that has demonstrated significant potential value for both sealing and rejuvenating pavements. To validate laboratory research, full-scale field applications of GSB-88 which can be controlled and monitored by the APB Asphalt Lab are required. The Assistant Secretary of the Army Installations, Energy, and Environment and Air Force have directed ERDC researchers, specifically the APB Asphalt Lab team, to evaluate existing and new sustainable technologies to reduce environmental impacts while maintaining or improving performance of military construction materials. The APB Asphalt Lab team has demonstrated that GSB-88 delivers required performance and sustainability at the laboratory scale. Full-scale validation is now required and must be performed utilizing the name-brand GSB-88 product to ensure continuity with multiple years of laboratory research and to deliver required research products to sponsors. To perform a full-scale application of GSB-88, ERDC must work with ASI, the company who developed and supplies GSB-88. The UFGS requires a representative from the manufacturer, Asphalt Systems Inc. (ASI) to be on-site during DOD applications. Because the vendor, ASI, has patented technology applied to GSB-88 as well as access to historical data and previously treated military pavements, it is the only vendor that can provide the desired service. The award will be issued in accordance with FAR 13.106(b)(1)(i). The applicable North American Industrial Classification System Code (NAICS) code is 324121 (Asphalt Paving Mixture and Block Manufacturing) with a size standard of 500 employees. This notice of intent is for information purposes only. � This notice is not a request for competitive quotes or proposals.� A solicitation will not be issued.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement.� The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
