- DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C262-23-AP-7557 1. Contracting Activity: Department of Veterans Affairs, VISN 22, Network Contracting Office 22, Greater Los Angeles VA Healthcare System, West Los Angeles VA Medical Center. PR: 691-23-4-5090-1667 2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This requirement is an emergency repair of the hot water hook-ups on air handler units #20 and #28 in Bldg 500, located at the West Los Angeles VA Medical Center. The estimated amount of this requirement is: $6,595.00. 3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: On July 10, 2023, two (2) air handler units had di-electric couplings fail at the Greater Los Angeles Healthcare System, West Los Angeles VA Medical Center. This resulted in air-conditioning not circulating to areas 2 West and 4 West of Building 500. The West Los Angeles VA Medical Center operates 24/7, 365 days per year and cannot move patients to other areas of the facility with adequate air-conditioning. Failure to immediately repair the air handling units would cause significant patient discomfort and potential harm due to the high summer temperatures in Southern California. Verbal Authorization to proceed with emergency repairs was given by Network Contracting Office 22, Services Division Chief Carlos Acosta on July 10, 2023. The facility utilized a Service-Disabled Veteran Owned Small Business JohnsonDanforth, Inc to repair the air handling units. JohnsonDanforth, Inc has a proven track record of delivering satisfactory services to various government agencies, including the Department of Veterans Affairs, thereby attesting to their capability in successfully executing tasks. Their satisfactory past performance serves as a reliable indicator of their ability to maintain the highest standards of service delivery, compliance, and accuracy. JohnsonDanforth, Inc s status as a certified Service Disabled Veteran Owned Small Business within the Small Business Asssociation Veteran Small Business Certification program, further bolsters their suitability for this endeavor. Aligning with the Department of Veterans Affairs' commitment to supporting veteran-owned businesses and fulfilling socio-economic objectives while providing satisfactory services. 4. Description of market research conducted and results or statement why it was not conducted: Minimal market research was performed due to the unusual and compelling urgency of the requirement. JohnsonDanforth s registration within SAM.gov and VetCert was certified as active. No further market research was performed. 5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
