- In accordance with Federal Acquisition Regulations (FAR) 5.201, the U.S. Department of Homeland Security (DHS), Office of Procurement Operations (OPO) on behalf of the Office of the Chief Security Officer (OCSO), Threat Management Operations (TMO), Center for International Safety and Security (CISS), Technical Operations Branch (TOB) hereby issues this notice of intent to award a sole source procurement. DHS-OPO intends to solicit and award a sole source Purchase Order to Videray Technologies, Inc., located at 529 Main Street, Suite 100 Boston, MA 02129-1119. �Videray Technologies, Inc. is the manufacturer and only distributor �of the Videray PX Ultra Handheld Backscatter X-ray Imager. DHS-OPO intends to procure this requirement in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures. Sole source determination is made in accordance with FAR Part 13.106-1(b) Soliciting from a single source. This requirement will result in a firm-fixed price Purchase Order. The DHS/OCSO/TMO,CISS,TOB is responsible for providing technical threat detection and mitigation for the Secretary of Homeland Security.� OCSO employs a wide variety of technologies and techniques to protect classified national security information, restricted data, and/or sensitive but unclassified information. The Videray PX Ultra is necessary technology for that purpose. This notice of intent is NOT a request for competitive proposals or quotations; however, all responsible sources may identify their interest and capability to meet this requirement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government. Any quotation/response must be in writing and can be sent via email to Contract Specialist Myrtle Miller at Myrtle.Miller@hq.dhs.gov and copy Contracting Officer Jennifer J. Corbin at Jennifer.Corbin@hq.dhs.gov no later than�August 31, 2023 at 10:00 a.m.� Questions by phone �or fax �will not be accepted.
