- Description
- The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Lexis Nexis. The purpose of the project is for the contractor to provide a total of 50 individual licenses to the Accurint+ for Government web-based application for use by CDC-funded central cancer registries. This will entail coordination with Lexis Nexis to set up new licenses or extend current licenses with the designated point of contact at each CCR as well as procurement of funds for the licenses for use. Access to this application is needed by staff at central cancer registries working with cancer surveillance data. The solution provided by Lexis Nexis provides a way for data received in the central cancer registry at the state and local level to be linked and consolidated with other data from Lexis Nexis databases, based on Lexis Nexis LexID identifiers and proprietary algorithms maintained by Lexis Nexis software. The enhanced data that would then be provided by Lexis Nexis back to CCRs will contain more complete, required data fields that may have been otherwise missing from the individual reports received from laboratories. These data fields that Lexis Nexis contributes are needed to link the diagnosis data with the treatment data received from a different source, so the service provided by Lexis Nexis software provides a major benefit. Lexis Nexis services will help CCRs link, consolidate, and enhance otherwise missing data fields for better, more accurate, more timely cancer surveillance reporting. CDC will directly benefit from the depth of LexisNexis expertise in the design, implementation, and operation of complex information systems for risk management, as demonstrated by our support for the following markets: Federal: More than 90% of agencies depend on LexisNexis to safeguard citizens and conduct automated risk assessments for potential fraud, waste, and abuse in government programs. Agencies like the Departments of Homeland Security (DHS) and Agriculture (USDA), the Federal Bureau of Investigation (FBI), and the Social Security Administration (SSA) leverage LexisNexis tools to verify identities, conduct investigations, and stop the trail of lost taxpayer dollars. State and Local: All 50 states and 80% of local government use Lexis Nexis services to access the data and analysis they need to accomplish their mission goals. For example, the Florida Department of Law Enforcement turned to LexisNexis to develop a multi-agency database of arrest records, warrants, and other criminal data for use across the state. Lexis Nexis Accurint is the only known application that provides population-based information needed to complete missing demographic data elements (i.e. Race and Ethnicity) that are required for reporting cancer surveillance data to the CDC. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist at qsx8@cdc.gov by COB 5, August 31, 2023.
