Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.5, with the Wyatt Technology Corporation, 6330 Hollister Ave., Goleta, CA, 93117-3115. The sole source justification is based on the following:� The Material Measurement Laboratory�s Bioprocess Measurements Group is involved in the manufacture, measurement, and manipulation of various colloidal particles of biological, engineered biological, or synthetic origin.� These activities have applications in understanding and quantifying the safety, efficacy, consistency, composition, and activity of these colloidal particles in support of the division�s biomanufacturing program.� A suitable technology to accomplish these measurement requirements is field flow fractionation (FFF) with additional Electrical Asymmetric Flow FFF (EAF4) capability coupled online with multiangle light scattering, dynamic light scattering, UV/Vis spectrophotometer and/or differential refractive index detectors in buffers of physiologically relevant ionic strength.� The instrument must be compatible with Wyatt Technology ASTRA software with its patented and proprietary data analysis techniques and algorithms to maintain continuity with existing measurement programs and meet the advancing needs of new complex colloidal metrology. This requirement is for the delivery of one (1) flow field fractionation instrument with additional Electrical Asymmetric Flow FFF (EAF4) and dilution control capabilities. The system must have the capability to couple to existing government-owned instruments including WTC Mobius, WTC Optilab t-Rex, Agilent G135D UV-Vis absorbance diode array detector, and an Agilent G1367B autosampler.� This capability will allow our laboratory to continue legacy measurements for 7 years into the future while facilitating advanced next state-of-the-art colloidal measurement abilities. Additionally, the instrument must be compatible with Wyatt Technology ASTRA software with its patented and proprietary data analysis techniques and algorithms to maintain continuity with existing measurement programs and meet the advancing needs of new complex colloidal metrology.� Delivery, installation, training, and warranty shall also be included. During Market Research Wyatt Technology Corporation was identified as the only manufacturer that can provide a field flow fractionation instrument that can meet the Government Requirements.� Wyatt Technology Corporation is the only vendor that can provide a flow field fractionation instrument with additional Electrical Asymmetric Flow FFF (EAF4) and dilution control capabilities, that is compatible with existing NIST instrumentation.� Wyatt Technologies Corporation is the only vendor that can meet the requirement of the new flow field fractionation instrument, essentially doubling our sample analysis capability while simultaneously taking advantage of existing laboratory procedures, safety protocols, and user training.� Given these facts, Wyatt Technology Corporation, is the only source reasonably available to fulfill this requirement. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 � Analytical Laboratory Instrument Manufacturing with a size standard of 1,000 employees.� No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 10:00 am EST August 26, 2023, will be considered by the Government. Responses must be submitted via email to the Government point of contacts listed below.� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.�
