- COMBINED SYNOPSIS/SOLICITATION Drug Supply Chain Security Act Solution Provider This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Solicitation; proposals are being requested and a written Solicitation is attached. This requirement is being solicited as a 100% total small-business set-aside. The Department of Veterans Affairs (VA) Technology Acquisition Center will negotiate and award a firm-fixed-price, five (5) year, option-type contract procuring the Drug Supply Chain Security Act Solution Provider in support of the Veterans Health Administration, Pharmacy Benefits Management, Clinical Informatics (PBM-CI). The five (5) years will consist of one 12-month base year and four (4) 12-month option years for the requirements as stated within attached Solicitation# 36C10B23R0021. The Veterans Health Administration, PBM-CI strives to provide high quality, effective, and efficient services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans health care in an effective, timely and compassionate manner. VA depends on PBM-CI systems to meet mission goals. This acquisition is for the implementation and subscription service to ensure compliance with the Drug Supply Chain Security Act which requires that drugs be tracked through the supply chain and that their provenance can be established via the ability to trace ownership from the manufacturer to the dispenser on an interoperable data exchange. Facilities must also be able to furnish data to a trading partner within 24 hours of a request for information and to exchange data on the GS1 Electronic Product Code Information Service (EPCIS). Medications will have a 2D barcode that contains a Global Trade Identification Number (GTIN). The National Drug Code for the item is incorporated within the GTIN, as well as the lot number, the expiration date, and the serial number which will be included in the electronic data exchange for the receipt, verification, storage (for 6 years), tracking and retrieval of this data. This requirement includes VA locations including all areas with a pharmacy that receives or stores pharmaceuticals as well as Consolidated Mail Outpatient Pharmacies as well as provides education on utilization of the system software. The Contractor will share implementation guidelines and instructions to the designated VA administrative users and be available to answer related questions as well as problem solve any issues with the implementation. Included in this requirement will be coordination with the National Accreditation for Boards of Pharmacy , the set up and implementation of service to all VA sites, subscription service with all aspects for DSCSA law compliance, mapping of current wholesalers, maintenance, support and add-on services specific to the vendor award. Future enhancements that include integration to VistA and Oracle/Cerner to be included when these projects are ready for implementation. The Drug Quality and Security Act (DQSA) was enacted by Congress on November 27, 2013. The second section of this law, Title II of DQSA, is the Drug Supply Chain Security Act (DSCSA). This Act concerns the integrity of the Pharmacy Supply Chain, the purpose of this requirement is for PBM CI to find a contractor to provide VA with tools and support in meeting the requirements of the DSCSA. Vendors should read this announcement, and all attachment(s), carefully and submit the requested information as stated. The BASIS FOR AWARD, EVALUATION APPROACH and PROPOSAL SUBMISSION are listed in Section E of attached Solicitation# 36C10B23R0021. Vendors are to submit their proposal on the full requirement identified. Partial proposals will not be considered. Only one proposal per Vendor will be considered. An incomplete and / or late proposal will not be considered for evaluation and / or award. The Government reserves the right to cancel this Solicitation, either before or after the response date. The Contracting Officer reserves the right to make no award under this procedure. SYSTEM FOR AWARD MANAGEMENT (SAM) REQUIREMENT: This Solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration in SAM must be listed as ""ACTIVE"" at time of award. In addition, the small business size for all Vendors that submit a proposal in response to this Solicitation will be validated via SAM. The deadline for question submittal is 10:00 a.m. Eastern Standard Time on Friday, August 18, 2023. Interested Vendors are requested to submit questions at the earliest possible date to enable the Government to provide a comprehensive and timely response. Any amendment(s) to this Solicitation will be posted to the SAM.gov - Contract Opportunities domain website. No telephone requests for the Solicitation will be accepted, no written requests will be accepted and no hard copies of the Solicitation package will be mailed.
