- This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation number�70Z04023Q60118Y00 applies and is used as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87, effective, 7 March 2016. It is anticipated that a competitive price purchase order shall be awarded as a result of this synopsis/solicitation. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. The U.S. Coast Guard, Surface Forces Logistics Center (SFLC) intends to award a Firm Fixed Price Purchase Order. No down payments or advanced payments will be made to the awarded vendor. Vendor shall ensure they can secure funding for this order until delivered and received by the US Coast Guard. Payment will be made by Government Purchase order (Net 30) and the vendor shall assume financial responsibility until the order is accepted and received by US Coast Guard. Payment of the work is authorized to be submitted as work is completed but must be approved by the Contracting Officer First. Basis for Award:�This�solicitation is based on FAR 13 � Simplified Acquisition Procedures and quotes will be reviewed and awarded on a Lowest Priced Technically Acceptable basis per the solicitation.� Past performance will only be reviewed for �responsibility� basis per FAR 9.1.�There are no adjectival ratings nor will award be based on a best value tradeoff basis.�All quote�s will be evaluated for who meets all the technical requirements, next who meets our deadlines and finally what is the lowest cost. All quotes shall be emailed to TYRONE.W.JOHNSON@USCG.MIL and shall be received no later than 08/31/2023 0800 (Eastern). All emailed quotes shall have 70Z04023Q60118Y00 in the subject of the email. ITEM 1: �USCGC HICKORY CHILL WATER PIPING INSULATION DESCRIPTION: Contractor to insulate and lag approximately 1400 linear feet of chill water piping in accordance with statement of work. Insulation services will be required in various locations on-board the ship. Piping to be insulated will vary in size from �� to 5�. Type of insulation to be installed shall be Armaflex AP, rubber or equal to. Type of jacket to be installed is brattice cloth and sealfas over the Armaflex insulation. Required thickness of the insulation is �� (MIL-P-15280). The contractor will be required to insulate various irregular shaped items such as valves, fittings, and flanges. In addition, the contractor shall provide all materials, personal and equipment needed to perform all work as required. Piping installation may not be 100% IAW the drawing, so a site survey will be required to ensure all pipe sizes and materials required. Contractor shall check in with the Ship�s superintendant, pipe shop foreman, or leader at the beginning of each workday. The Coast Guard Yard will provide chill water system drawings for insulating guidance. Contractor must have experience in installing Armaflex pipe insulation and brattice cloth with Sealfas.� Workers must be trained and have experience in properly installing pipe insulation. Personal protective equipment must be worn at all times in accordance with OSHA standards. A ship check on December 13th, 2023 at 2401 Hawkins Point Rd, Baltimore, MD 21226 is required for the bidding process. Site visit may be waved for vendors who previously installed this chill water insulation on board a 225. Access to the Yard during the rental period is coordinated through the Yard POC. All personnel shall receive visitor�s passes and clearance from USCG Coast Guard Yard Security located at the Main Gate. List of personnel requiring access shall be provided to the Yard POC twenty-four (24) hours prior to requiring access. Personnel will be required to provide full name, picture I.D. (valid driver�s license preferred), and date of birth. For non-US citizen�s, a passport will be required. The following forms of IDS are authorized: CAC, Foreign Passport containing appropriate visas, TWIC, Green Cards, US Passport, or state Real ID. No oral statement of any person other than the contracting officer shall in any manner or degree, modifies or otherwise affect the terms of this contract.
