- Description
- The Space Base Delta 1, in support of the 821st Space Base Group, has a mission-critical, re-occurring requirement for two (2) annual sealift voyages between June and September between a Danish port and Pituffik Space Base (SB), Greenland to support base operations. The requirement scope includes providing all management, labor, and services to accomplish the functions and responsibilities of receiving cargo from vendors, providing in-transit origin storage, loading/offloading, and transporting sealift cargo. 21 CONS is soliciting for one (1) Indefinite Delivery Indefinite Quantity (IDIQ) type contract with an ordering period from ~1 Mar 24 (or contract award date) to five (5) years after the award. The base IDIQ will have a minimum guarantee of $10,000 (or the Danish Kroner (DKK) equivalent using the current Office of the Secretary of Defense fiscal year exchange rate) and a ceiling of $41,000,000 (or the DKK equivalent). Each round-trip voyage shall have a $500K minimum and $10M maximum. Additionally, this contract shall have no minimum or maximum cargo requirement at the base IDIQ or TO level. The awarded contract shall have a firm fixed pricing schedule for multiple cargo categories broken into five (5) performance years. All questions concerning this RFP must be submitted in writing by 0900 Mountain Daylight Time (MDT), on 21 Aug 23, via email to the CO, Kylie Hager, at kylie.hager@spaceforce.mil. The proposal due date has been updated to 0900 MDT, on 24 Aug 23.� Please note that the following Amendments have been renamed in this description and attachment name only, in order to allow for future amendments to be released through and aligned with the contract writing system.� The documents themselves have not been changed. Amendment 000A (previously named Amendment 1), dated 6 Jul 23, revises attachment 5, Pituffik SB Sealift Access to Bidders Library, to version 2, updating the solicitation number to FA252323R0003 within the document. Solicitation Amendment 0001 (previously named Amendment 2), dated 13 July 23, revises the response due date from 0900, 01 August 23 to 0900 07 August 23 and amends provision 52.212-1. Please note that the following Amendments have been added: Solicitation Amendment 0002, dated 28 July 23, updating the deadline for questions from 24 Jul 23 to 1 Aug 23, updating Attachment 3 ""Addendum to 52.212-1 Instructions to Offerors - Commercial items and Addendums"", and updating ""Attachment 4 Addendum to 52.212-2 Evaluation Commercial Items and Addendums"".� Please see updated attachments dated 21 Jul 23.� Solicitation Amendment 0003, dated 28 July 23, updating the proposal due date from 7 Aug 23 to 17 Aug 23, updating Attachment 3 ""Addendum to 52.212-1 Instruction to Offeror - Commercial Items and Addendums"", and adding Attachment 6 ""Questions and Answers"" Solicitation Amendment 0004, dated 16 Aug 2023, updating the proposal due date from 17 Aug 23 to 24 Aug 23 and due date for questions from 1 Aug 23 to 21 Aug 23, updating excel version of Attachment 2, Pituffik Cargo Price Schedule, updating Attachment�3 ""Addendum to 52.212-1 Instructions to Offerors - Commercial items and Addendums"", updating Attachment 6, Questions and Answers.� In addition, requesting feedback from industry on minimum order amount identified in FAR 52.216-19, Order Limitations.
