Webster Field Annex Location, LO-0005: Approximately 116.79 acres of land located at Webster Field Annex, St. Inigoes, Maryland further identified on the maps and parcel restrictions in Exhibit �A�. Naval Air Station Patuxent River Location, LO-0007: Approximately 343.69 acres of land located at Naval Air Station (NAS) Patuxent River, Maryland further identified on the maps and parcel restrictions in Exhibit �B�. Arrangements for inspection of the property may be made, or further information may be obtained by contacting Mr. Lance Carino, Naval Facilities Engineering Systems Command Washington, via phone at 202-433-0149 or email at lance.m.carino.civ@us.navy.mil. 2.� LEASING INFORMATION �� a.� Period of Lease.� The term of each lease shall be for a period of ten (10) years.� The Government reserves the right to terminate the lease in whole or in part at any time as set forth in attached Enclosure (1), Standard Lease Form of NAVFAC 11011/22 (Rev. 7-75), General Provision 10.H. �� b.� Rent:� Rent will be based on Fair Market Value of the land, and reimbursable services may be considered in lieu of cash payment.� �� c.� Use Permitted.� The purpose of this lease is for agricultural purposes. No other purposes are allowed unless approved in writing by the Government.� �� d.� General and Special Provisions. See Enclosure (2). �� e. Soil and Water Conservation Plan. See Enclosure (3). Additional requirements may be expected of the lease(s), including the following: 1. Active farming or maintenance of all parcels. 2. Lessee shall comply with the installation�s access security requirements. 3. Lessee should be amenable to minor disruptions within parcels; including but not limited to temporary or permanent construction projects on or near outleased parcels, temporarily vacating parcels or portions of parcels during certain military operations for short periods of time, and compliance with environmental and safety regulations. 4. Lessee shall comply with all environmental and safety requirements, including but not limited to submission and compliance with Soil Conservation Plan, Nutrient Management Plan, and Best Management Practices. 5. Due to Bird Aircraft Strike Hazard (BASH) and environmental concerns, minimal till or no-till farming practices are required. 6. All farm personnel shall follow NAS Patuxent River explosive safety Standard Operating Procedures (SOPs). Farm personnel will be notified when ordnance handling is in progress, providing a minimum required evacuation distance (based on the explosives present) from the combat aircraft loading area (CALA) when ordnance handling is being conducted. Additionally, all farm personnel must be notified that high-powered transmitters are not permitted and must be maintained outside the applicable separation distances. 3.� BIDDING INFORMATION �� a.� Instructions for Submitting Bids.� Bids must be submitted electronically via DoD SAFE, on the attached �Bid Form to Lease Property,� in accordance with the instructions thereon to: Sealed bids will be received until 2:00 PM, EDT, Wednesday September 6, 2023, and must be submitted electronically via email to DoD SAFE (Secure Access File Exchange) website https://safe.apps.mil/. The Government reserves the right to reject any and all bids when such rejection is in the interest of the Government; to reject the bid of a bidder who has previously failed to perform properly or to complete other contracts with the Government in accordance with the provisions thereof; to reject the bid of a bidder who is not, in the opinion of the Real Estate Contracting Officer in a position to perform satisfactorily under the lease. �� c.� Bid Submission. Bids shall be submitted only upon the items of bids stated in the specifications; bids upon other basis will not be considered unless specifically requested by the Government.� Award will be made to the bidder submitting the highest bid.� Bids that are not submitted on the prescribed forms may be considered nonconforming.� The officer whose duty it is to open the bids will decide when the specified time has arrived, and no bid (or modification or withdrawal of bid) will be considered, if received by the Navy after the reading of the bids has begun.� Discrepancies, ambiguities, errors, or omissions to the bidding data should be reported promptly to the office from which the data was obtained. �� d.� Written Modifications of Bids May be Made.� One signed copy of the modification marked, ""Modification to Bid for IFB N40080_LO-0005_LO-0007"" should be forwarded immediately to the office which the written bids were submitted.� Any modification or withdrawal of bids must be submitted by DoD Safe and email at lance.m.carino.civ@us.navy.mil and kara.l.noya.civ@us.navy.mil by 2:00 PM, EDT, Wednesday September 6, 2023.� � �� (1) Notwithstanding the above, a late modification of an otherwise successful bid which makes its terms more favorable to the Government may be considered at any time it is received and may be accepted.
