Provided is the draft Statement of Work. The Department of Veteran Affairs, Network Contracting Office 20, intends to issue a Request for Proposals on behalf of Mann-Grandstaff VAMC, Spokane, WA, on or about August 7, 2023 to interested sources to provide the following: Refurbish and Upgrade Elevators in Bldg. 1 and 27 (NRM 668-18-109) This procurement will be advertised as an open market, SDVOSB set-aside, NAICS code 236220 is applicable for the size standard. Point of contact is ty.draszt@va.gov STATEMENT OF WORK FOR CONSTRUCTION SERVICES Refurbish and Upgrade Elevators in Bldg 1 and 27 Project No. 668 18 109 Mann Grandstaff VA Medical Center Spokane, WA May 24, 2023 Attachments to this document include the following. Contact the CO if any items are missing. Project Drawings Project Specifications Supplement to SPEC 01 00 00 Part 1.6.I Lead Sampling Report Limited Asbestos Good Faith Survey Limited Asbestos Good Faith Survey Addendum 1 1. General Provide construction services to include labor, materials, tools, equipment, transportation, supervision, and other services necessary for Project 668 18 109, Refurbish and Upgrade Elevators in Bldg 1 and 27 at the Mann Grandstaff VA Medical Center, Spokane, Washington. Building 1 is an existing building that was built in 1950. Building 27 is an existing building that was built in 1998. Scope of work is indicated below. Total project duration shall be 900 calendar days. 2. Scope of Work 2.1. See attachments to this document. Scope includes the complete removal and replacement of all elevator equipment for elevators P1, P2, S3 and P4 in the elevator hoistway and the elevator machine room. 3. Performance of Work 3.1. As stated in 1.6.H.1 of SPEC 01 00 00, Contractor shall include all provisions required to ensure two of the three elevators in Building 1 (identified as P1, P2 & S3 on the drawings) are operational at all times. However, the medical center can allow for both passenger elevators to be shut down each night from 7pm 4am as follows: 3.1.1. During phase 1 and phase 2, when each passenger elevator is under construction, the other passenger elevator which remains operational can be parked at the basement level each night at 7pm provided it is put back into service the following morning at 4am (total down time of 9 hours). 3.1.2. The contractor is responsible for posting signage stating the operational passenger elevator is temporarily out of service and direct patients/staff/visitors to use the service elevator during this time. The contractor is responsible for removing the signage each morning when the passenger elevator is put back into service. 3.1.3. The intent of this clarification is to provide the contractor with a safe working environment within the shared passenger elevator hoistway for a 9 hour period each night. Shutting Project 668-18-109, Refurbish and Upgrade Elevators in Bldg 1 and 27 Page 2 of 5 down an operational elevator represents an interrupted utility service and the requirements of SPEC 01 00 00 part 1.6.J.1.b shall be met. 3.2. As stated in 1.6.I of SPEC 01 00 00, When a building and/or construction site is turned over to Contractor, the Contractor shall accept entire responsibility including upkeep and maintenance of the building and/or construction site: . Upkeep and maintenance of the elevators (identified as P1, P2, S3 & P4 on the drawings) shall include, but not be limited to the requirements in the attachment to this document Supplement to SPEC 01 00 00 Part 1.6.I . 3.3. As it relates to the Temporary ICRA Barriers note THE DUST BARRIER MAY NOT BE UP FOR LONGER THAN ONE WORK SHIFT on drawing sheet A 601, one work shift shall be 12 hours. 3.4. Insulate all HVAC piping per SPEC 23 07 11 part 3.1.B without exception. If there is information missing from the insulation schedule in SPEC 23 07 11 part 3.4, ask for clarification. All HVAC piping shall be insulated, including but not limited to chilled water supply, chilled water return, refrigeration suction line and refrigeration liquid line. The insulation schedule in SPEC 23 07 11 part 3.4 does not show refrigeration liquid line. For refrigeration liquid line use the same thickness of insulation as used for the refrigeration suction line. 3.5. Clarification for SPEC 14 21 00, 2.6.C: 3.5.1. Providing controller with wiring and components for additional future travel is not required. 3.6. Clarification for condensate detail 1/M501: 3.6.1. Route to existing roof drain. 3.7. MGVAMC Drafting and Drawing Standards for Submittals 3.7.1. Adhere to the National CAD Standards (NCS) available at the website of the National Institute of Building Sciences, Building Smart Alliance. [http://www.buildingsmartalliance.org] Standards include, but are not limited to: layer naming, sheet naming, file naming, and organization of drawing sets. 3.7.2. Sheet Numbers and File Names 3.7.2.1. Use the NCS system for sheet numbering and drawing organization, (i.e. A 201 for Architectural Elevations, MH 501 for Mechanical HVAC Details, etc.) 3.7.2.2. Sheet numbers are to be a single line of text. i.e. A 201 not A 201 3.7.2.3. Provide sheet numbering: SHEET __ OF __ based on the total number of sheets. Sheet numbering is not required until the Bid Document, Conformed Documents and As Built sets. 3.7.2.4. File names must be straight forward and not cryptic. They should match the drawing number. (i.e. A201.dwg or the A/E s project number_A201.dwg ) 3.7.3. Room numbers 3.7.3.1. Coordinate room numbering with the medical center. The room numbers on the drawings must match the room numbers that the VA intends to use. 3.7.4. Text 3.7.4.1. Text shall be 1/8 minimum height. 3/32 is allowed for details. Do not use stacked fractions. This applies to all notes and dimensions. 3.7.4.2. Where practicable, avoid special AutoCAD characters (i.e. Use DIA instead of the special character for diameter: %%C.) 3.7.4.3. Use font: Calibri or Arial; or submit a similar font to the COR for approval. 3.7.5. Miscellaneous 3.7.5.1. All drawings must be set up using Paper space / Model space. Everything must be drawn to scale at full scale (i.e. A 36"" door must be drawn 36"" wide) Project 668-18-109, Refurbish and Upgrade Elevators in Bldg 1 and 27 Page 3 of 5 3.7.5.2. The colors of all entities should be BY LAYER with few exceptions. 3.7.5.3. Drawing files with external references or special fonts are not acceptable. 3.7.5.4. When blocks are created, the elements of the block should be drawn with color BYLAYER on layer 0. Blocks shall be drawn to scale. 3.7.5.5. When keyed notes are used, provide leaders pointing to an appropriate place. It is not enough for the keyed note to be near the item. It should point to it. 3.7.5.6. Significant deviations from these standards will be corrected by the A/E at no cost to the Government. 3.7.5.7. The final drawings submitted by the A/E shall be originals and shall be the result of his field check, and shall not be take offs or tracings, for any drawings or other information provided. 3.7.5.8. Each drawing file shall be completely independent of any data in any other file, including fonts and shapes not included with the basic CAD software program utilized. 3.7.6. Software 3.7.6.1. Use the current version of Autodesk Revit or AutoCAD for design and provide the files in .dwg to the VA if requested. Test the exporting process to ensure that the exported .dwg will be usable by the VA and will comply with these drafting standards. 3.7.7. VA CAD Tools 3.7.7.1. The following tools are available at the website of the VA Office of Construction & Facilities Management, Technical Information Library. [http://www.cfm.va.gov/til/projReq.asp] 3.7.7.2. NCS.ctb is a plot style table containing all VA and National CAD Standard compliant Pen Weights and Colors. Use of this .ctb is required. 3.7.7.3. NCS.lin is a linetype definition file that contains special linetypes like fire alarm, high pressure steam, fence, etc. Using this linetype file is optional. 3.7.8. Cover Sheet 3.7.8.1. An AutoCAD example of the Cover Sheet will be furnished by the COR. Information on the Cover Sheet may be rearranged and other information may be added, if space allows. 3.7.8.2. The following information must be shown on the Cover Sheet: 3.7.8.2.1. Department of Veterans Affairs 3.7.8.2.2. Mann Grandstaff VA Medical Center 3.7.8.2.3. 4815 North Assembly St. 3.7.8.2.4. Spokane, Washington 99205 3.7.8.2.5. Project Title 3.7.8.2.6. Building number 3.7.8.2.7. VA project number. All Spokane VA projects start with 668 . 3.7.8.2.8. Submittal Date fully spelled out (i.e. February 16, 2012) 3.7.8.2.9. Spokane map showing the location of the VA (included on the Cover Sheet example that is furnished by the COR) 3.7.8.2.10. VAMC campus map showing project location (included on the Cover Sheet example that is furnished by the COR) 3.7.8.2.11. Index of Drawings 3.7.8.2.12. List of the members of the A/E s design team and their disciplines. Phone numbers are not required. Project 668-18-109, Refurbish and Upgrade Elevators in Bldg 1 and 27 Page 4 of 5 3.7.8.2.13. Title Block (including date and project status. See note on Title Block below) 3.7.8.2.14. Design Approval sign off sheet. (At the Bid Documents phase the COR will provide a 17 x11 PDF with design approval signatures. The A/E will import this PDF into the cover sheet.) 3.7.8.2.15. Symbols and abbreviations are required on the drawings but are not required to be on this sheet. Photos and renderings may also be on the Cover Sheet but are not required as part of the documents. 3.7.9. Title Block 3.7.9.1. Use the standard Spokane VAMC title block on the TIL 3.7.9.2. Include the building number(s) in the Project Title. 3.7.9.3. For renovations and remodel projects, include in the Project Title a generic description of the location of the project, (i.e. Building 1, 4th Floor North) 3.7.9.4. Do not include VA or VAMC in the Project Title 3.7.9.5. Indicate the status of the project (i.e. 65% SUBMITTAL) 3.7.9.6. The A/E s seal is not required until the Bid Documents submittal and the Conformed Documents submittal 3.7.9.7. Provide the date in this format: MM/DD/20YY (i.e. 02/16/2016) 3.7.10. Drawing Sheet Dates and Revisions 3.7.10.1. The date for a submittal is to be consistent throughout the entire set. 3.7.10.2. The date on the Title Block is to correspond to the submittal date and change with each submittal. 3.7.10.3. The date for the 100% Submittal (Bid Documents) is to be the final date change for the Title Block. After this time when a drawing is re issued, the REV section on the Title Block is to be used. 3.7.10.4. When a drawing is re issued the next highest revision number is to be used for all drawings, even though most sheets will skip some revision numbers. 3.8. Document transmission 3.8.1. Where conflicts exist the following takes precedence over PG 18 15. 3.8.2. VA email servers limit file sizes to 5MB per message. 3.8.3. Contractor shall provide a secured File Transfer Protocol (FTP) site to transfer all contract electronic submittals. The contractor shall send a corresponding email to the COR stating a file is ready for review for each electronic submittal FTP upload. FTP shall be accessible by VA staff using Government Furnished Equipment (GFE). 3.8.4. Discs must be labeled with the following: 3.8.4.1. Project Title. Include the building number(s) and floor number(s) if applicable. 3.8.4.2. VA Project Number 3.8.4.3. Content (i.e. Drawings and Project Manual) 3.8.4.4. Status of Project (i.e. Bid Documents, Conformed Documents or As Builts) 3.8.4.5. Date: The date written on the CD is to match the official date of the documents. 3.8.5. AutoCAD Drawings 3.8.5.1. Use ""eTransmit"" to package all AutoCAD files into file folders. (Use eTransmit to file folder rather than eTransmit to zip file. ) 3.8.6. File Organization 3.8.6.1. File names are to be self explanatory. Project 668-18-109, Refurbish and Upgrade Elevators in Bldg 1 and 27 Page 5 of 5 3.8.6.2. Data must be organized into clearly labeled file folders. Folder names must begin with the issue date and include the status of the project. Use the following format: 3.8.6.2.1. 2016 02 16 specs bid set 3.8.6.2.2. 2016 02 16 DWGs bid set (for AutoCAD drawings) 3.8.6.2.3. 2016 02 16 PDFs bid set (for PDF drawings) 3.8.6.2.4. 2016 02 16 cost estimate bid set 3.8.7. PDFs 3.8.7.1. PDF drawing files should be created with one PDF file for each discipline (civil, architectural, etc.) 3.8.7.2. At the 100% Bid Documents submittal and the Conformed Documents submittal, the Project Manual must be combined (in the appropriate order) into one PDF file. If the file exceeds the 25 megabyte limit, break it down into smaller pieces with logical breaking points. 3.8.7.3. PDF drawings must be up side up. 3.9. As Built Drawings and Owner s Manual. 3.9.1. The contractor shall deliver the as built drawings and owner s manual to the COR within thirty (30) days after substantial completion.
