- Description
- The General Services Administration (GSA), Great Lakes Region 5, announces an opportunity for the replacement of hot water circulation pumps at the John C. Kluczynski Federal Building Building, 230 South Dearborn Street, Chicago, Illinois. The scope of work for this project includes but is not limited to: the replacement of (4) hot water circulation pumps on the P-level and (3) on the 40th floor at the location referenced above, including the replacement of flow isolation valves and air separators and the installation of variable frequency drives and DDC controllers for the pump operation, monitoring and control which will tie into the existing building automation system. Timeframes for Definitization of Equitable Adjustments on Change Orders Notice to Prospective Offerors: The information required by FAR 36.211 regarding the definitization of requests for equitable adjustments related to change orders under construction contracts can be found at https://www.gsa.gov/constructioncontractadmin. The construction performance period is 90 upon receipt of notice to proceed. This procurement is a total small business set aside. The North American Industrial Classification Code (NAICS) is 236220 with a size standard of $45.0 million. The total estimated construction cost for this project is between $1,000,000 and $5,000,000. This is a negotiated procurement; there will NOT be a public bid opening. The awardee will be competitively chosen using Source Selection (FAR 15.3) procedures. The objective of the Source Selection Process is to select a proposal that represents the best value to the Government. Evaluation factors will consist of experience, past performance, qualifications of key personnel, project management plan/approach and price. Non-price factors will be considered more important than price. As non-price factors become equal, price becomes the determining factor. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendment(s), if any to the solicitation. Offers will be due on August 21, 2023 at 4:00pm (Central Time). A pre-proposal conference and site visit will be held August 2, 2023 at 10am (Central Time) at the construction site and notifications to the Contracting Officer of proposed attendance will be required. We consider attendance at this conference vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omission and miscalculations in offers. An award is anticipated on or about September 28, 2023 if FY23 funds are available, otherwise upon receipt of FY24 budget (anticipate 1st quarter).
