Description
THIS IS A PRESOLICITATION NOTICE ONLY � The Bureau of Reclamation, Hydraulic Investigation and Laboratory Services Group located in Denver, Colorado has a requirement to replace and upgrade the canal simulation control and monitoring system used to measure and regulate flows, gate openings and water levels in a 300-ft long acrylic channel. Contractor must design and install a system to measure and control the canal simulation facility. The system must be installed in the laboratory in Building 56 on the Denver Federal Center during a 3-month period following notice to proceed. The system shall provide laboratory personnel the capability of accurately (+/- 0.5%) measuring discharge into the canal before flow enters the head tank. The system should also provide both local and automatic control of the water level in each of the 6 pools and flow rate through each of the 4 turnouts. Additional flow measurement using industry stand methods should be included in the pipes downstream from each of the turnouts. The canal must be able to operate in any of the following operational scheme�s: � Local manual control � conventional method of controlling a canal where controls are only operated at individual devices using a manual command (switch or handle to raise/lower at the site). � Local automatic control � allows unattended canal operation at an individual device based on local on-site conditions. � Supervisory control � a watermaster operates the canal from a central location (gate positions and water levels are controlled by an individual giving gate movement instruction from the command center, which in this facility is the control platform shown in Figure 1). � Fully automatic � an operational scheme is entered, and the control system automatically makes gate movements to meet target water surface elevations (WSE) and flow deliveries on the whole system. This Pre-solicitation Notice is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This Pre-solicitation Notice does not commit the Government to contract for any supply or service whatsoever. The Bureau of Reclamation is not seeking quotes at this time and will not accept unsolicited quotes. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Pre-solicitation Notice. All costs associated with responding to this Pre-solicitation Notice will be solely at the responding party's expense. Responses to the Pre-solicitation Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Pre-solicitation Notice does not preclude participation in any future RFQ, if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to continue to monitor the Beta Sam Opportunities (www.betasam.gov) site. The Bureau of Reclamation, Service Office, Denver, Colorado plans to award a Firm Fixed Price purchase order with work to be completed within 120 days of an award. This Pre-solicitation Notice seeks to provide information to interested parties about potential opportunity to provide equipment they have available to the government as commercial items. This office plans to post a solicitation on or about August 21, 2023.
