Description
This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 Streamlined Procedures for Evaluation and solicitation for commercial Items, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-23-2174941 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04 June 2, 2023. The North American Industry Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing, with a size standard of 1000 employees. The requirement is being competed with a brand name restriction, and without a small business set-aside. The research in the Laboratory of Immunogenetics (LIG) focuses on the cellular and molecular mechanisms that underlie the signaling functions of immune cell receptors. This work encompasses a wide spectrum of experimental approaches from the structural determination of immune receptors to live-cell image analysis of the behavior of chemotactic receptors.LIG members are highly interactive, creating a unique environment in which structural biology, molecular, and cell biology are interfaced. Interactions within LIG are facilitated by weekly work-in-progress presentations detailing recent advances and future directions of LIG fellows and students. I. Project Description: he Antibody Biology Unit (ABU) of the Laboratory of Immunogenetics (LIG), in furtherance of its mission to advance our knowledge of human B cells and isolation of monoclonal antibodies requires a high-throughput microplate reader capable of detecting UV-Vis absorbance, fluorescence intensity and polarization, time-resolved fluorescence, luminescence, and alpha while maintaining specific incubation temperature and CO2 parameters necessary to perform rapid functional assays. The instrument must be capable of dispensing reagents into individual wells without removing the plate from the instrument required for accurately measuring calcium flux assays. The equipment will be used for COVID, malaria, and tuberculosis research, to identify potent monoclonal antibodies against these pathogens. Measuring this data during functional assays is essential for choosing the most potent antibodies against COVID, malaria, and tuberculosis. The Agilent BioTek Synergy Neo2 Hybrid Multimode Microplate Reader is the only hybrid multimode reader that has a hybrid optical system combining an independent monochromator fluorescence optical system with an independent filter-based fluorescence optical system in the same instrument with multiple parallel detectors for ultra-fast simultaneous measurements in time sensitive assays. This instrument includes quadruple scientific grating optical design (two gratings per monochromator) for better spectral scanning performance compared to other monochromator designs, such as linear monochromators. The Neo2 also has continuously variable bandwidth monochromators for fluorescence measurements in 1 nm increments from 3nm to 50nm, allowing independent adjustments for excitation and emission windows and is capable of performing fluorescence and absorbance spectral scans. The plate reader also includes fiber-free filter-based optics for increased optical efficiency. The BioTek Synergy Neo2 Hybrid Multimode Microplate Reader is also designed for high-throughput functionality, with a maximum read speed of six seconds for 96-well plates and 11 seconds for 384-well plates, including for dual measurement fluorescence polarization assays and the option to add a plate stacker with plate exchange rates of six seconds. The Synergy Neo2 is capable of automatically dispensing reagents in all detection modes and is compatible with 2 L low-volume microplate accessory with 16- or 48-sample microspots for direct nucleic acid quantification, as well as fluorescence and luminescence measurements. The instrument allows for highly controlled incubation parameters, including temperature control up to 70C with a 4-zone temperature control system and the ability to set a temperature gradient to prevent condensation on plate lids. There is a maximum deviation of 0.5?C at 37?C across the plate. The BioTek Synergy Neo2 Hybrid Multimode Microplate Reader has top/bottom detector automatic focus adjustment to automatically accommodate for various microplate heights and fluid levels and automatic individual well-by-well absorbance path length correction to automatically calculate 1 cm path length corrected results and compensate for pipetting errors in microplates. The Biotek Synergy Neo2 multi-mode reader is capable of all of this functionality in a high throughput manner. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for the following Brand Name Supplies: 1) Agilent BioTek Synergy Neo2 Hybrid Multi-Mode Microplate Reader, Model NEO2SM, CAT # N2SM-SN 2) To include: Monochromater: ABS, FI and LUM; Filter: Single filter top FI/FP/TRF and LUM, Detector Type: Photodiode; Fluorescence/Alpha: Dual PMT or Single PMT (option), Incubator.
