Description
This is a Request for Quote (RFQ) for Acoustic Bat Detectors prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This RFQ is a Small Business Set-Aside with a solicitation number of 140L5723Q0061. This requirement is for Bat Detectors that Field Offices will be able to place in areas using night recording, continuous recording or transects. The data collectors will record the echolocation signals from the bats for analysis by the Bureau of Land Management. The associated North America Industry Classification System (NAICS) Code is 334519 - Other Measuring and Controlling Device Manufacturing with an Industry Size Standard of 500 employees. The Government contemplates award of a single, firm fixed price contract using ""ALL or NONE"" basis to the offeror who is determined responsible in accordance with FAR Part 9 and whose material is technically acceptable, price is lowest, and is considered fair and reasonable. DESCRIPTION OF REQUIREMENT: The main objective of this purchase is to buy detectors for inventorying of bat populations. Bats are very difficult to detect by several conventional methods such as visual observations, however they use echolocation for flying etc. Bat detectors can record the echo locations and determine which species of bats occur in an area. Utah BLM Field Offices will be able to use the bat detectors to determine species presence, status, locations and times observed and estimate populations with the correct statistical methods. Having this information is necessary as bats need to be analyzed for decisions, we make regarding land management. Also, to determine the effects of our management actions. BASIS FOR AWARD: This will be a Small Business set-aside Award. This will be awarded a under Firm Fixed Priced (FFP) contract structed with a Lowest Price Technically acceptable (LPTA) selection process. Any questions or concerns regarding this solicitation should be forwarded in writing via e-mail to the Contract Specialist, Mark Renforth at mrenforth@blm.gov no later than 21 AUG 2023 at 1:00 pm MDT. Any questions received after this date are not guaranteed to be addressed. Responses to questions received prior to the deadline will be posted via an amendment to this solicitation. Submissions shall be received no later than 28 AUG 2023 at 1700 MDT via email. All quotations shall be delivered via email to Contract Specialist, Mark Renforth at mrenforth@blm.gov.
