- The Federal Emergency Management Agency intends to negotiate on a sole source basis (IAW FAR 13) with Headwaters Economics 270 W. Kagy, Suite G Bozeman, MT 59715. Headwaters Economics is the only entity that is the nation�s leading independent, nonprofit research group informing decision making on wildfire, climate change, and community development by making complex data understandable and interactive through empirically based practical solutions. Headwaters Economics is the only source capable of being a neutral, nonpartisan research organization recognized as the national leader in performing rigorous research and data science focused specifically at the interface of wildfire and climate change - charged with improving community development and land management decisions.� It is imperative that the National Fire Risk Index be developed by the same independent research entity entrusted by Federal interagency partners, US Forest Service and Department of Interior, to develop the Wildfire Risk to Communities to maximize unification of effort and ensure that the National Fire Risk Index is developed in part as an expansion of the USFS Wildfire Risk to Communities technical methodology. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13.5). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541715 with a Small Business Size Standard of 1,000 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, sufficient to determine capability in providing the same product. All capability statements received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Tom Albrecht at tommy.albrecht@fema.dhs.gov. Statements are due by 4:00 PM Eastern, 31 Aug 2023.
