Description
INTENT TO SOLE SOURCE � SS-FIN-23-102 Fiscal Service Procurement, on behalf of the Financial Crimes Enforcement Network (FinCEN) intends to make award to American Mechanical Services of Maryland, LLC, 13300 Mid Atlantic Blvd, Laurel, Maryland, on a sole source basis, for A/C Preventive Maintenance and Support Services for critical A/C units as described within.� FinCEN requires continued support service of preventive maintenance and support services for critical A/C units supporting the SCIF, NOC, Battery Lan Rooms, and the Telephone rooms.� The units must remain up and running at all times so the FinCEN can perform their mission.� The Contractor has to be licensed to work on LG A/C systems and hold the necessary software to troubleshoot, diagnose, and purchase parts to repair units.� The Contractor must have a large-in house inventory of Liebert, LG, and Data Aire parts,� Johnson Control parts, and computer controls for the Dry Coolers and Pumps to maintain critical A/C unit equipment to avoid shut down of the equipment.� The Contractor must have the necessary software and capabilities to be able to program the units as well.� The LG units serve as back-up to the CRAC units and need to be ready at a moment�s notice to take over the cooling operation in the NOC if CRAC units go down to avoid shut down of the equipment which would cause work to stop. American Mechanical Services of Maryland, LLC, maintains and reprograms the property and patented software necessary to monitor hardware, software used to program, run the pumps, and dry coolers which allow the LG, Data Aire, Liebert, Trane, and Climate Master supplemental a/c units to run 24/7, 365 days a year. �American Mechanical Services of Maryland, LLC, also holds the software license and mechanical license to program and maintain the LG units in FinCEN�s NOC which provide cooling to FinCEN�s critical data servers and also serve as back up if the prime Data Air units malfunction. Responses to this request must be submitted no later than 2:00 pm ET on August 28, 2023, and must be submitted electronically to purchasing@fiscal.treasury.gov, with the subject line of �Attn: MW/MH SS-FIN-23-102�. �Responses must include sufficient evidence that clearly shows the vendor can provide the A/C Preventive Maintenance and Support Services for critical A/C units as described within per RFQ requirements.� If no written response is received that clearly demonstrates an ability to meet these requirements, is more advantageous to the Government, or is not received by the deadline, FinCEN, shall make award on a sole source basis to American Mechanical Services of Maryland, LLC. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Qualified contractors must provide the following: 1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service-Disabled Veteran Owned Small Business, HubZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. Whether your services are available through a government contract vehicle or Open Market. 3. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business. 4. UEI Number. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please note that the General Services Administration provides the notification service as a convenience and does not guarantee that notifications will be received by all persons on the mailing list.� Therefore, we recommend that you monitor the SAM.gov site for all information relevant to desired acquisitions.
