- THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR QUOTATION OR PROPOSAL. The U.S. Department of Housing and Urban Development (HUD), Office of the Chief Procurement Officer (OCPO), located in Washington, DC, intends to negotiate on a sole source and award a purchase order to The National Council for Mental Wellbeing, 1400 K Street, NW Suite 400, Washington DC 20005-2434 for mental health first aid training. This acquisition is being conducted using the procedures under Federal Acquisition Regulations (FAR) 13.106-1(b) �Only one responsible source and no other supplies or services will satisfy agency requirements� in accordance with 41 U.S.C. 1901(e)(2). The North American Industry Classification System (NAICS) code for this requirement is 611699: All Other Miscellaneous Schools and Instruction with a size standard of $16.5M.� The PSC is U009: Education/Training - General.� HUD anticipates negotiating and awarding a firm-fixed-price purchase order to the National Council for Mental Wellbeing. The Office of Housing Counseling (OHC) requires Contractor support to provide training on information for mental health.� OHC seeks Contractor support to train housing counselors, housing-based services coordinators, and Fair Housing grantee staff to recognize the signs of emotional distress and to connect residents with mental health resources. The National Council for Mental Wellbeing is the sole entity providing national Mental Health First Aid Program Materials (manuals, curriculum products, ancillary products) in the United States. All other identified providers of this service use the same materials. The National Council for Mental Wellbeing Mental Health First Aid proprietary training curriculum is developed by the Medical Director Institute, an advisory board comprised of board-certified psychiatrists and medical doctors to address co-occurring mental health and substance abuse. This is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or request for competitive proposals; however, all responses received within 3 days from the date of publication of this synopsis will be considered by the Government. Responses must clearly and thoroughly defend any claims or assertions that attempt to refute the government�s claim. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. Information received on this notice must eliminate the government's concerns and addressed how the items can be provided without jeopardizing the science behind the on-going projects. If no affirmative responses are received within 3 days of this notice to determine whether a qualified source is more advantageous to the Government, a contract will be issued to the National Council for Mental Wellbeing.
