- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD), Aberdeen Proving Ground, MD, to procure a liquid chromatography (LC) � mass spectrometer (MS) system (LC-MS) without competition as prescribed in FAR 13.106-1(b)(1). Specifically, the Government will procure these products from Thermo Electron North America LLC located at 1400 Northpoint Pkwy Ste, 10, West Palm Beach, FL 33407 USA, which is believed to be only vendor capable of validation, relocation of the MS portion of the system, integration, and installation of the LC-MS system. The North American Industry Classification System (NAICS) for this requirement is 334516, Analytical Laboratory Instrument Manufacturing, and the Product Service Code (PSC) is 6640, Laboratory Equipment and Supplies. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 7 days after publishing this synopsis. This Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. Interested concerns must submit their capability in writing to the email address listed below by the listed due date and time. Submissions that request documentation or request additional information or that only ask questions will not be considered affirmative responses and will not be considered valid. Responses not considered valid will not be evaluated further. If no written responses are received by the date listed below, which reflects at least seven (7) days after the publication of this notice, the solicitation will be issued as sole source. All questions and responses concerning this notice shall be emailed to the Contract Specialist, Monica Perez, at monica.c.perez3.civ@health.mil. Submissions shall be received no later than 3:00PM Eastern Time, 24 August 2023. PROGRAM BACKGROUND As the Department of Defense's lead laboratory for the development of medical countermeasures against chemical threat agents, the USAMRICD is increasingly called upon to provide expert analytical and consultative services related to medical chemical defense research and to the medical management of chemical casualties. With the insights gained from the Organisation for the Prohibition of Chemical Weapons (OPCW) Annual Meeting in 2022 and in keeping with the modernization of military medicine and research in support of the warfighter, USAMRICD requires more modern instrumentation to be able to properly identify chemical warfare agents. As more unique and obscure chemical agents are being introduced to the BioPT, USAMRICD is currently unable to efficiently identify such chemical agents. By acquiring a modern LC-MS system, USAMRICD will be able to make use of newly discovered assays and methods used in the detection of chemical agents and other compounds pertinent to its mission. USAMRICD located a Thermo Fisher Scientific Q Exactive Ultra-High Mass Range Hybrid Quadropole MS less than one mile away at the Defense Centers for Public Health � Aberdeen (DCPH-A), still within Aberdeen Proving Ground, MD, that is no longer required by DCPH-A. In summary, USAMIRCD will require (1) the relocation of the MS from DCPH-A to USAMRICD; (2) the procurement of additional equipment for an ultra-high-performance LC system; and (3) inspection (before and after transportation of the MS), integration, and installation of the LC-MS unit to ensure the combined system performs within acceptable standards.
