- Perkin Elmer Service Contract This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, SAP West Team 1 intends to issue a sole source, firm-fixed price order to: COMPANY: Perkin Elmer, UEI: G2TETZJTELL4 FOR : $29,099.09 ON: 08/22/2023 NAICS: 811210 Electronic and Precision Equipment Repair and Maintenance AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: The Conservation Genetic Laboratory (CGL) needs to replace it's current Victor X3 fluorometer that is integrated with it's Perkin Elmer Janus liquid handling instruments with the Victor Nivo. The current Perkin Elmer computer and software is scheduled for an essential upgrade required to keep this technical and expensive liquid handling setup in good working order and to allow the CGL to continue efficient operations. The current Victor X3 is not compatible with Windows 10. The new fluorometer must be integrated with the current instrumentation and upgraded software in the CGL. PerkinElmer has proprietary rights to the Janus and Victor systems and is therefore the only source that is qualified to provide technical support of the instruments and supply the parts needed for continued support of these systems. PerkinElmer factory trains their engineers and do not train any outside sources on their equipment. A Perkin Elmer instrument specialist informed the CGL that Perkin Elmer will not distribute non-consumable parts or service to 3rd parties.
