Description
This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Imaging Service Solutions LLC at 4001 Washington Blvd., Halethorpe, MD 21227. The National Institute of Allergy and Infectious Diseases (NIAID)�s Integrated Research Facility (IRF) (collectively �Program�) has a Philips Precedence SPECT/CT system was installed at the IRF more than 10 years ago, which is past its useful life. It has been previously decommissioned, and therefore needs to be dismantled and removed from a Biosafety Level 4 -lab.� Because the equipment is located inside the BSL-4 lab that contains highly dangerous pathogens, extreme caution and care must be taken to not impact the biocontainment tube present within the lab during the equipment removal process. The vendor must be authorized and have experience in removing this Philips branded equipment, and must have previous experience in removing equipment from the BSL-4 laboratory that contains highly dangerous pathogens. Imaging Service Solutions (ISS) as the company for the safe removal and disposal of its proprietary equipment. ISS is an authorized service provider and licensed vendor of Philips medical equipment and is authorized to decommission and remove Philips medical equipment for disposal. Critically, ISS is familiar with the unique set-up of the Philips SPECT/CT system and the delicate set-up of SPECT/CT system around the BSL-4 lab�s �hot� containment tube that must not disturbed during the system removal from the lab.� �Due to the special requirements of not disturbing the containment tube, ISS will employ a specialized removal protocol for the SPECT/CT. After removal from the room, equipment will be stored on-site to be used as spare parts for the existing PET/CT scanner. It is important that the service provider has experiencing in dismantling and removing Philips equipment and has experience in working in BSL-4 labs because these labs have potentially dangerous pathogens that must not be disturbed. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for the following: Deinstallation and removal of Philips Precedence SPECT CT branded equipment in the IRF�s BSL-4 lab. Deinstall Precedence SPECT CT. Extreme caution shall be used to remove the system while not disturbing the HOT SIDE CHAMBER. ISS will dismantle and reinstall chamber support system as CT is moved out of room. 2-3 Engineers will be on site for removal. Vendor will need ability to lock out and control the elevators to bring equipment down to loading dock. This estimate includes deinstall and packing equipment to be stored in the outdoor storage container. Vendor will need to bring a higher capacity forklift to move to container. The work should take approx. 3-4 days. Period of Performance The period of performance estimate is 30 days from date and acceptance of award. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-23-2182479) by 4:00 pm eastern standard time on August 28, 2023.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
