Description
***************************************************************************************************************************************************** The purpose of this amendment is as follows: 1) Extend the proposal due date from 18 August 2023 to 25 August 2023 2) Include Answers to Questions From Industry (Attachment Q) 3) Update the Period of Performance for each CLIN cover 20 December 2023 to 19 December 2028 4) Include Addendum to 52.212-2 full text within the amendment. 5) Include the updated Attachment F - Estimated Workload Data - Capabilities - 14AUG23; Attachment H - Staffing Matrix - 14Aug23; Attachment I - Ft. Sill-Collective Bargaining Agreement 01.01.23-12.31.23; and Attachment Q - Ft. Sill FFS RFP Q and A - W5168W23R0007 15AUG23_Final. All other items and condictions remain unchanged. ************************************************************************************************************************************************** The Mission and Installation Contracting Command-Installation Readiness Center (MICC-IRC) has a requirement from Army Sustainment Command (ASC) to procure Full Food Services (FFS) under the Army Food Program to provide quality services in support of the installation food service program that supports the Warfighter with flexible, efficient, and cost-effective service. The service outlined encompasses dining facility management functions, to include food receiving and storage, food preparation, food serving, remote site feeding, and facility sanitation duties for dining facilities located at Ft Sill, Oklahoma. The base operates dining facilities that provide meal service to military personnel on Ft. Sill, Oklahoma The NAICS code selected for the subject acquisition is 722310, Food Service Contractors.� The associated size standard is $47 million. The portfolio group is Facility Related Services, portfolio is Housekeeping and Social Services, portfolio category is Housekeeping services and subcategory is food services. The product service code is M1FD, Operation of Dining Facilities. This requirement is 100% small business set-aside and is also subject to the Randolph-Sheppard Act (R-SA), 20 U.S.C. �107, Operation of Vending Facilities and 34 CFR �395.33, Operation of Cafeterias by Blind Vendors, which establishes a priority for blind persons recognized and represented by the State Licensing Agency (SLA), in the award of contracts for the operation of cafeterias on federal facilities. Accordingly, although the solicitation is set-aside 100% for small business, the State Licensing Agency will also be permitted to submit a proposal in accordance with 34 CFR 395.33(b). This notice is not designed to discourage competition rather, it notifies all potential offerors that the priority established by the R-SA for proposals received from SLAs and their blind vendors is applicable to this procurement. 1. Offerors shall submit proposal via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module to Jeffery Harris (Contracting Officer) and Andrew Graham (Contract Specialist) by the 25 August 2023 by 2:00 p.m. CDT suspense date. The link to access PIEE is https://piee.eb.mil/. The Offerors will be required to have WAWF Vendor access in PIEE, therefore should ensure that access is granted prior to the closing date and time of the solicitation. Attachment P- PIEE Solicitation Vendor Posting Offer Training, contains training information on creating a message and attaching documents in PIEE Solicitation. The Offerors submission through PIEE Solicitation must be made no later than (NLT) the closing date and time specified in the solicitation. The point of contact responsible for providing additional information and answering all inquiries is the Contracting Officer and the Contract Specialist. Offerors shall submit questions in writing to Contracting Officer and Contract Specialist via email: jeffery.d.harris.civ@army.mil� and andrew.s.graham6.civ@army.mil . The Government will answer questions received by the 7 August 2023 due date by a Solicitation Amendment. Questions received after this date may not be answered. 3. NOTICE OF SITE VISIT: An In-Person Site Visit for this requirement will be held on 2 August 2023 at Ft. Sill, Oklahoma.� The site visit will be held at 2243 Hirsch Road, Fort Sill, OK. 73503 beginning 9:00 am CDT.� All Attendees will enter Ft. Sill, Oklahoma through the Bentley Gate (Sheridan) located at 6701 Sheridan Rd, Ft. Sill, OK 73503.� There will be a tour of facilities and short briefing conducted during the site visit.� The purpose of the site visit is to allow Offerors to see the site and to Offeror make notes of questions for submission to the Contracting Officer at a later date.� Prospective Offerors are highly encouraged to attend the site visit.� Remarks and explanations provided by Government representatives during the site visit shall not change the terms of the RFP.� Any change to the RFP terms will be conveyed through a solicitation amendment.� Failure to attend the site visit will not disqualify the Offeror; however, the Offeror acts at their own risk and will not be relieved from complying with the terms and conditions of any resultant contract by reason of such failure.� In no event will a failure to inspect the site constitute grounds for a claim after award of a contract. Offerors are limited to two (2) attendees per firm due to room space limitations. Site visit requirements were posted in the pre-solicitation notice on 21 July 2023. No other pre-proposal conference will be scheduled.� Attendance is at the expense of the Offerors.� The Government cannot guarantee access to Fort Sill, Oklahoma at any other time. Attendees must arrive on time to be included in the site visit.� The visit will start promptly at 9:00 AM CDT.� Anyone arriving after that time will be denied admission.� Be advised that Fort Sill, Oklahoma is a limited access installation, and people entering its gates are subject to entrance requirements and possible search. Attendees must arrange their travel to accommodate for these procedures.� It is the responsibility of the Offeror to gain access to the Government installation. All Ft. Sill, Oklahoma visitors who do not possess a military identification card or Common Access Card (commonly called a CAC card and issued to government employees and authorized contractors) must obtain a visitor access pass.� The Fort Sill Visitor Control Center is located at 6701 Sheridan Rd, Ft. Sill, OK 73503.� The visitor access pass is obtained from the Fort Sill Visitor Control Center.� The Visitor Control Center can process requests for unescorted access on a same-day basis, but you can speed the process by filling out the appropriate Fort Sill Form 118 on-line at https://pass.aie.army.mil/steps/terms_of_use . Comments and/or questions are prohibited to be asked during the site visit.� Offerors shall submit all comments and/or questions in writing to be answered after the site visit.� This will ensure all Offerors have the same opportunity to receive a correct and accurate answer.� This also removes any risk of an incorrect answer being provided verbally without first verifying its accuracy.� All comments and/or questions must be submitted via a SINGLE e-mail per Offeror, preferably in a Microsoft Word document attached to the e-mail to the Contracting Officer and Contract Specialist no later than 7 August 2023 by 2:00 p.m. CDT. If an offeror believes that the requirements in these instructions contain an error, an ambiguity, omission, or are otherwise deemed unsound, the offeror shall immediately notify the Contracting Officer in writing with supporting rationale.
