Description
This notice of proposed contract action is in accordance with (IAW) FAR 5.203(a) and 8.402(f). NAICS: 532490, Medical equipment (except home health furniture and equipment) rental or leasing. Small Business Size Standard: $40 million PSC: W065, Lease or Rental of Equipment- Medical, Dental, and Veterinary Equipment and Supplies This procurement is anticipated to be conducted IAW the primary statutory authorities for the Multiple Award Schedule (MAS) program 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies. Orders placed under the Federal Supply Schedule (FSS) are exempt from the requirements in Federal Acquisition Regulations (FAR) part 6. NCO9 seeks to restrict competition IAW FAR 8.405-6(b), items peculiar to one manufacturer, namely, Olympus America Inc., a large business with headquarters in Central Valley, Pennsylvania (PA). Renewal of full-service maintenance contract for full repair coverage with no cap for all contracted equipment, including accidental damage coverage. This also includes loaner equipment, next day shipping, online equipment history/tracking, preventative maintenance, and staff education. The anticipated award date is no later than 9/30/2023 to ensure no break in continuous service from Olympus and disruption to operations at TVHS medical services. Period of Performance: Base year 10/1/2023 through 9/30/2024 Option Year 1: 10/1/2024 through 9/30/2025 Option Year 2: 10/1/2025 through 9/30/2026 Estimated Award Value is anticipated to be less than $500.000.00 for the full 36-months of service. THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement and may submit a bid, proposal, or quotation (as appropriate) that the agency shall consider within the given closing/due date of this notice by email at sascha.hertslet@va.gov and subject line marked RESPONSE TO NOTICE 36C24923Q0547. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Any documents submitted will not be returned. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award.
