- This requirement is for the procurement and integration of temporary (T-1) Link-16 Line of Sight (LOS) data capability on twenty (20) HC-130J aircraft. The design will follow the previous efforts on HC-130J Link 16 under Delivery Order FA8509-22-F-0018. It uses portions of the existing Situational awareness and Communications Upgrade (SACU) 1a/b system and parts of the Airborne Mission Networking (AbMN) software and architecture to ensure compatibility and minimize any unforeseen risk. Integrating the Link-16 LOS data capability with the SACU 1a/b and AbMN system structure on the HC-130J will provide crew members with the information needed to successfully carry out missions in hostile and denied areas of interest. This effort consists of integrating one (1) Multifunctional Information Distribution - Joint Tactical Radio System (MIDS-JTRS) Link-16 radio terminal and it's Remote Power Supply (RPS), developing and installing Group A (to include antennas, equipment rack, and wiring), system integration, initial spares, engineering data, and system testing. This effort shall consist of a base year and 18-month option. This is a sole source procurement; the Government intends to solicit Sierra Nevada Corporation.12500 East Belford Ave. Englewood, Colorado 80112 (CAGE Code 8X691). �The authority for this requirement is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Base Year (12 Months) Design and drawings developed under HC-130J Link 16 Phase I are available by the government and will be provided to the contractor. The contractor shall procure previously developed kits and material to integrate the government furnished MIDS-JTRS Terminals on sixteen (16) aircraft. This effort will include sixteen (16) production installations, data deliverables, travel, and Type 1 Training. All installations shall be accomplished by contractor at the HC-130J bases. Additionally, two (2) SACU laptops will be updated with AbMN Lite FENIX software and architecture. The Government will provide MIDS-JTRS Radios with Remote Power Supply as Government Furnished Equipment (GFE). The MIDS-JTRS radio shall be the same version as used on previous HC-130J installations. Once fielded, the HC-130J Link-16 LOS data system will be supported under the existing HC-130J SACU Field Support contract. Option (18 Months) The contractor shall design, engineer, and integrate Link 16 with a government furnished MIDS-JTRS terminal on four (4) aircraft expected to be modified with TCTO 1C-130(AHM)J-670 (7.0/8.1 avionics upgrade). Because these aircraft have a slightly different configuration than the previous 35 aircraft some non-recurring engineering is expected. Therefore this effort will include one (1) Trial Kit Installation, three (3) production installations, material, installation labor, data deliverables, travel, and type 1 training. Additionally, two (2) SACU laptops will be updated with AbMN Lite FENIX software and architecture. The Government will provide MIDS-JTRS and Remote Power Supply as Government Furnished Equipment (GFE). The MIDS-JTRS radio shall be the same version as used on previous HC-130J installations. The contractor will provide support during testing (i.e. Qualification Test & Evaluation, Operational Test & Evaluation, AFSIT, etc.) as required. Once fielded, the HC-130J Link-16 LOS data system will be supported under the existing HC-130J SACU Field Support contract. The projected award date for this order is 24 Feb 2024 with an anticipated base year and 18-month option. Any questions should be directed to the buyer/Procuring Contracting Officer (PCO) identified. If your concerns are not satisfied by the PCO, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the contracting officer, but to communicate serious contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals in the source selection process.
