- This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-23-2177921 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04 dated 6/02/2023.� The North American Industry Classification System (NAICS) code for this procurement is 334516 � Analytical Laboratory Instrument Manufacturing.� The requirement is being competed as a Brand Name or Equal requirement (considered full and open competition), and without a small business set-aside. National Institute of Allergy & Infectious Diseases (NIAID)�s Vaccine Research Center (VRC), Vaccine Production Laboratory (VPP) has a Cell Line Development team (collectively �Program�) that is engaged in research to generate clonally-derived cell lines expressing monoclonal antibodies and vaccine candidates that will be used for clinical manufacturing. To increase the probability of isolating a high-producing cell line, approximately 800-1000 clones are initially picked into 96-well plates. As the cells grow, they are expanded into 24-well plates, then 6-well plates, and then shake flasks. At each stage, the number of clones is reduced based on growth and productivity. To track the growth of the clonal cell lines in 96-, 24-, and 6-well plates, a high-throughput cell imaging system is required. In addition, to support the development of research products, imaging at a single-cell level is necessary to provide proof of monoclonality in documentation provided to the Federal Drug Administration (FDA). The Cell Metric X BF HT instrument is a clonal imager capable of imaging 96-, 24-, and 6-well plates with a stacker for automated imaging of multiple 96-well plates and the corresponding components. It is capable of fulfilling Program�s research requirements. This acquisition has unique technical and compatibility requirements. The Cell Metric X BF HT meets technical requirements of being capable of providing the resolution required for imaging at a single-cell level. This is necessary for research to provide proof of the monoclonality of a cell line in addition to high-throughput automated whole-well imaging to track the subsequent growth of the cell line in static culture plates. Furthermore, it offers the unique feature of artificial intelligence-based Automated Evidence of Clonality, which will save Program�s lab significant time for users having to trace back throughout plate images to identify single cells. It also has other features such as the highest whole well image quality among related instruments, with zero edge interference, and has a unique factory built-in incubated plate loader for unattended imaging of 10 plates in a cassette. This offers multiple benefits of Program�s current systems that require manual loading of each plate by saving significant time by not requiring lab staff to spend multiple hours standing in front of the instrument during imaging, and reduces the possibility of contamination as plates are contained in the cassette and can be transferred directly from the incubator to the instrument without handling individual plates. Furthermore, the compatibility requirements such as size requirements and compatibility with existing equipment. The equipment�s compact size is extremely valuable due to limited space in Program�s labs. This equipment also provides clonality report documentation package that contains all of the requirements cited by the FDA that can be readily provided in an Investigation New Drug (IND). Since Program is currently using related instruments similar to the Cell Metric for their single-cell seeding, it is important that Program uses an instrument from the same product family for subsequent plate imaging so the data can be transferred between the instruments and used to compile a single final report. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for the following Brand Name of items: 1. The government intends to award a �firm fixed price� purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein.� The award will be based on the technical capability to meet the requirements and price.� NIAID will evaluate quotes to determine the best value to the government.� NIAID will evaluate price only for those quotes, which are rated as technically acceptable. In the event quotes are evaluated as technically equal, price will become a major consideration in selecting the successful Offeror.
