Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number W50S8N-23-Q-0017, in accordance with FAR Parts 12 and 13, and is in accordance with provisions and clauses effective in Federal Acquisition Circular (FAC 2023-04 effective 02 Jun 2023). The North American Industry Classification System (NAICS) number is 339999 and the small business size standard is 550 employees.� The proposed acquisition is 100% set-aside for small businesses. Requirement:� Stress Vest Active Threat Training System CLIN 0001 � Active Threat Training System Active Threat training program that allows Security Forces (SF) to conduct realistic force-on-force training in all areas that SF provides security, allowing officers to train the same environment they would be responding to during real world operation. The system shall be able to deliver a safe pain penalty to the wearer via shock, using a non-projectile force-on force firearm tactical training system with pain penalty. The system shall deliver a safe shock of 0.092 Joules to the abdomen of the wearer. The system shall activate when the user is hit with an eye-safe laser pulse from a training weapon. The shock shall be only 2% of the maximum energy levels considered safe. The system shall use eye safe lasers with no projectiles. The system shall be able to stress of the officer wearing the vest The system shall be able to be used in environments that do not allow loud powder actuated blank cartridge rounds or marking cartridge rounds, such as the EADS OPS Floor and other work areas. The system shall be used with either C02 canisters or blank rounds to actuate the laser. The system shall be able to adapt to all weapon systems that GOVERNMENT Law Enforcement officers current. The system shall be able to adapt to currently issued Glock 17T training pistols and M4 training rifles. This system shall consist of a lightweight vest with side panels, power pack belt, a baseball style hat and conversion kits The system shall include a visor that records head shots and a vest that records body shots. The system shall come with a handheld computer tablet that is used to sync and control each system remotely. The system shall be able to be adjusted to give many levels of pain penalty including vibration modes. The required vibration modes are: Vibration from blank fire. The officer receives instant feedback via the full action of the weapon. The officer can conduct immediate action drills and magazine exchanges. This training is ideal in areas that allow the use of blanks but not the use of projectile marking cartridges. The officer does not need to wear bulky or cumbersome protective gear but will still receive a pain penalty if hit. The more hits received, the more pain the user will receive. This teaches the officer to seek cover or face more of a pain penalty. The system is fully adjustable, with level five (5) being the most severe and vibration level (used for the role player) being the least painful. The second vibration mode is vibration activation via C02 canisters. Each trigger pull of the weapon activates a C02 cartridge that results in the weapon functioning realistically, mimicking a live weapon. The officer receives instant feedback from the weapon while delivering a laser pulse to their intended target. This option is ideal for use in sensitive areas around the EADS that do not allow for the use of blanks or projectile marking cartridges. The third way the laser can be activated is through a simple pull of the trigger. With this option, neither C02 cartridges nor blanks are needed. Although the weapon does not cycle like a real weapon in this mode. the officers will still receive a pain penalty if a hit is received by the laser. Using the system in this manner results in the least cost since blanks and C02 are not needed.
