- Defense Logistics Agency (DLA) TIRE PROGRAM PROFESSIONAL SUPPORT SERVICES REQUIREMENT: Despite being the third largest recycled commodity following lead acid batteries and cardboard, tires remain a challenging commodity throughout industry. DLA is looking for a tire and DLA industry expert/team to holistically look at how DLA does tires and provide pertinent recommendations: Evaluate the end-to-end process on how DLA acquires, reuses and disposes of tires across the enterprise. This will include the Global Tires Program which is owned and managed by the MSC Land and Maritime located in Columbus, OH. The headquarters for DLA Disposition Services which is in the Hart-Dole-Inouye Federal Center in Battle Creek, MI, will be the main focal point for the re-use and disposal portion. Additional Disposition sites are located around the world and may need to be leveraged. Understand the enterprise and organizational goals and targets for these tire programs, and the role that the vendor SAIC has in stocking DLA tires, and their role in the global tire�s initiative within DLA. DLA Disposition Services follows the Reutilization, Transfer, Donation, and Sales (RTD/S) process for tire disposal. DLA has experienced very limited success in selling tires through their Public Sales contracts; however, when sales fail, DLA has expended millions of dollars through service contracts for final disposition. DLA wants to look heavily into the resale value on tires to see if there is a better wholistic strategy in the acquisition, reuse, and disposal areas. Recommend potential project ideas or opportunities for the tire programs across DLA. Conduct studies and analyses of tire program processes to provide recommendations for follow on improvement activity. Identify opportunities to leverage automation and artificial intelligence, and industry best practices to improve business operations. PERFORMANCE LOCATION: Work will primarily occur at the Contractor's facility. However, official travel may be necessary to one of the following DLA locations: (1) DLA Land and Maritime (L&M) Headquarters 401 N Yearling Avenue, Columbus, OH 43213 (2) DLA Disposition Headquarters Hart-Dole-Inouye Federal Center 74 Washington Ave Battle Creek, MI 49037 (3) DLA Headquarters 8725 John J. Kingman Road Ft. Belvoir, VA� 22060 PERFORMANCE PERIOD: The agency anticipates award of a new contract on/before 30 September 2023.� Performance will commence upon contract award.� Anticipate performance for a period of 3 months (subject to change based on vendor solution).� KEY PERSONNEL: Key personnel must have an in-depth knowledge of DLA business processes and the commercial and government tire industries. 10+ years of experience is preferred.� Key personnel will provide a project in-brief and project out-brief to the DLA J7 Acquisition Director. INTERESTED VENDORS ARE REQUESTED TO PROVIDE A CAPABILITY STATEMENT TO EXECUTE THE TASKS LISTED HEREIN. SPECIFICALLY, VENDORS MUST ACKNOWLEDGE IF THEY HAVE KEY PERSONNEL WITH THE REQUISITE EXPERIENCE.��
