- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or a promise to issue an RFP or RFQ. Furthermore, those who respond to this RFI should not anticipate feedback with regards to its submission; other than acknowledgement of receipt � IF a request for an acknowledgement is requested by the submitter. This RFI does not commit the Government to contract for any supply or service. The Defense Counterintelligence and Security Agency (DCSA) is not currently seeking proposals. Responders are advised that the Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party�s expense. Not responding to this RFI does not preclude participation in any future RFP or RFQ. �All responses to this RFI become the property of the Federal Government and will not be returned. This is a follow-on requirement for the Government. It is anticipated to be acquired utilizing Federal Acquisition Regulation (FAR) 16.505 procedures. The Government expects the resultant task order to be firm fixed price (FFP). PURPOSE OF THIS RFI This is an RFI that will be used to assist in determining the appropriate acquisition strategy and in identifying potential large or small business sources that are interested-in and capable-of providing services and supplies in support of the DCSA Security Training (ST) Directorate, the Entity Vetting Division within the Industrial Security Directorate (IS EVD); and the Defense Insider Threat Management and Analysis Center (DITMAC).� The DCSA requirement will result in a non-personal services contract to provide Instructional Development and Delivery (IDD) services.� The Government shall not exercise direct supervision over the contractor�s employees performing the services, the Contractor employee shall be accountable solely to the Contractor who, in turn is responsible to the Government. Instructional Development and Delivery: The Contractor shall provide a broad range of IDD training products and support services in order for the DCSA ST, IS EVD, and DITMAC to ensure the preparedness and readiness of the security workforce in a continuously changing security environment. The IDD training products and support services include: analysis, design, development, implementation, evaluation (ADDIE) and maintenance of security related training products and to provide support services in IDD, which includes Instructional Systems Design, Security Discipline SMEs/Instructors, Editing/Writing, Website Development and Programming, Courseware Development and Programming, and Technical Quality Assurance. The Contractor shall perform to the standards in the draft PWS attached. QUESTIONS Questions regarding this announcement shall be submitted in writing by e-mail to Lindsey Schuman at lindsey.d.schuman.civ@mail.mil and Elliott Stanley at elliott.a.stanley.civ@mail.mil by no later than 23 August 2023 by 2:00 PM EST. Verbal questions will NOT be accepted. DCSA will respond to questions at its discretion. Questions must NOT contain proprietary information. Questions and answers (Q&A) may be sent with the draft solicitation (if issued) which is anticipated to be released in later this year. The Government will not respond to further questions regarding the anticipated date of solicitation release. The company name will be removed from the response template prior to the potential release of the Q&As. SUBMISSION INSTRUCTIONS Responses to the RFI should be in the form of an unlocked .pdf file no longer than two (2) pages with type font no smaller than 12 point and include the name of the firm which the respondent represents. Each respondent shall provide their North American Industry Classification System (NAICS) codes and identify its business size for each NAICS code provided. The e-mail subject line must contain �RFI Response for DCSA ST Transformation, Change Management and Facilitation� RFI submissions shall be submitted in writing by e-mail to Lindsey Schuman at lindsey.d.schuman.civ@mail.mil and Elliott Stanley at elliott.a.stanley.civ@mail.mil by no later than 7 September 2023 by 2:00 PM EST. All responses should be unclassified and reviewed to ensure consideration of operational sensitivities. Proprietary information will be accepted and handled appropriately. Responders should indicate which portions of their response are proprietary and should mark them accordingly. INFORMATION REQUESTED Provide the company name; company address; point of contact name, phone, and email; CAGE code; DUNS; business size (large or small) and any socio-economic statuses.� The Government intends to use North American Industry Classification Standard (NAICS) code 611430 for the potential draft solicitation. The Government will consider other NAICS codes as well. Please provide any contracting vehicles a future DCSA contract award may be placed against.� The requirement will be deliverable based. The Government is seeking industry feedback on a CLIN structure. Please provide any input you may have on a FFP CLIN structure for this effort as it relates to the listed deliverables within the draft PWS. This is a legacy requirement that was once LH. Historically, contractor staff supports the Government onsite. As this requirement transitions to FFP, deliverable based contract there may still be a need for contractor staff to support the Government onsite as they execute to the deliverables. Please provide any questions you may have regarding this. The Government does not anticipate providing an estimated workload for this action. Aside from this information, is there any information industry needs in order to propose to this requirement. Please provide any anticipated partnering information for the intended task order.
