IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION: The United States Border Protection (USBP), Spokane Sector needs to procure one (1) engraved �Fallen Agent Monument� depicting the names of fallen U.S. Border Patrol Agents. This monument will also have spaces for additional names. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible businesses capable of providing the products described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources because of this notice.� ELIGIBILITY: The Product Supply Code (PSC) most appropriate for this contract is 9930 Memorials; Cemeterial And Mortuary Equipment And Supplies, and the most appropriate North American Industry Classification System (NAICS) is 327991 Cut Stone and Stone Product Manufacturing. ANTICIPATED PERIOD OF PERFORMANCE: This contract is planned to be from date of award to a negotiated end date based on production, delivery & installation times. The anticipated award date is September 2023. ANTICIPATED CONTRACT TYPE: The contract type for this effort is anticipated to be a Firm Fixed Price. REQUIRED CAPABILITIES: To satisfy the USBP Spokane requirements, The contractor shall construct, engrave, deliver, and assemble/install one (1) engraved fallen agent monument to the U.S. Border Patrol Spokane Sector: Monument Specifications: The Material to be black granite. �Base of monument: 60� L x 20� D x 7� H and have a rough front finish. Body of monument to be large enough to accommodate logo, dedication, 18 rows and 9 columns of names and dates (this will include approximately 3 blank rows). Prefer top to be rough finish. Body of monument to have a slightly slanted front. Engraving Specifications Monument to be engraved with the U.S. Border Patrol logo, dedication, and names and End of Watch dates of fallen agents. Logo: will be 7� in diameter.� To be positioned on the top center of monument. Dedication: �In Memory Of Those Who Gave Their Lives� to be centered below logo. Dedication to be 1� high. Font of dedication to be ""Lucinda Calligraphy"" or similar (see attachment for sample of font). Names and End of Watch dates of fallen agents � In order of End of Watch Date.� Attachment E: Height to be approximately 1� for both.� Font to be Arial Narrow or similar.� Dates to be engraved directly below name. Names and dates to be centered within each column and will be considered 1 row (see Attachment D for sample of name and date placement and font). Delivery and Inspection Contractor shall be responsible for the delivery, offload, uncrating, inspection, assembly, and leveling of monument and base to designated space. Contractor shall be responsible for the removal of all trash associated with the monument and dispose in an approved trash facility outside of the place of performance. Contractor shall coordinate delivery with USBP Technical Point of Contact listed in Section 11. �Delivery shall be scheduled during normal business hours M-F between 8:00am and 3:00pm. Contractor shall document all discrepancies and shall be responsible for either repair or replacement of anything damaged during shipment, delivery, offload, and installation. SUBMISSION DETAILS: Interested business shall submit a brief capabilities proposal statement package (no more than ten (10) 8.5 x 11-inch pages, font no smaller than 12-point, 1.5 line spaced) demonstrating their ability to perform the services described herein; Documentation should be in bullet point format. The capability statement package shall be sent by email to Dana.L.Blake@cbp.dhs.gov. Submissions must be received at the office and/or email cited no later than 1:00 p.m. Eastern Standard Time on 01 September 2023.
