Description
AK-FAIRBANKS FWCO-BIOLOGICAL SAMPLE Collection. This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, SAP West Team 1 intends to issue a sole source, firm-fixed price order to: COMPANY: Native Village of Selawik, UEI: YG5MLLKCKJL7 FOR : $34,000 ON: 08/25/2023 NAICS: 541620 Environmental Consulting Services AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because of urgency and research capabilities: The Native Village of Selawik has boat, personnel resources, and fish preservation skills uniquely suited to the objectives of identifying Inonnnu spawning area and timing that are critical to the success of the project and have performed the duties in past projects. The Native Village of Selawik's resources present the most efficient means of providing support to the USFWS. The Service has determined that no other vendor in Selawik, Alaska, can perform all the elements necessary to meet the project requirements. The Selawik NWR and the FHR Branch have extensive experience working in the Selawik area and has no knowledge of other potential vendors in the vicinity of the Selawik River Inconnu resource that have the capacity or ability of fulfilling the requirements of the position. The services being rendered are considered to be available from only one source due to the source having unsolicited research that demonstrates a unique capability for the source to provide the logistical services required. Additionally, a delay in award of a contract would result in the service missing a critical window of opportunity to the success of the project because at no other time of the year are Selawik River Inconnu congregated in a manner for sampling that will produce the data required for a successful project.
