CONTACT INFORMATION IS ALSO IN THE BODY OF THIS SOLICITATION.*** This notice is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Proposal (RFP) 80MSFC23R0014 for the procurement of Break the Ice Lunar Challenge Phase 2 Level 3 Competition Venue. The National Aeronautics and Space Administration (NASA) is looking for a site to test working prototypes of lunar excavation and transportation systems. The prototypes are developed by competing teams in Phase 2 of the Break the Ice Lunar (BIL) Challenge (https://breaktheicechallenge.com/). The goal of the BIL Challenge is to enable the development of excavation/transportation systems for extreme environmental conditions on the Moon. Phase 1 of the Challenge closed in June 2021, and the winners were announced in August 2021. Phase 2 was launched in June 2022. Phase 2 is focused on further development of technologies that can excavate and transport large quantities of hard icy lunar regolith. Through hardware prototype demonstrations, teams must show that their systems are reliable and durable and can traverse complex terrain in order to win NASA-sponsored prizes. Teams will bring their systems to the site and compete in the tests planned by NASA at this site. NASA anticipates these tests to occur in May 2024 and will take no more than 7 days, though it is expected competing teams and competition representatives may be onsite or need access for a total of three weeks. NASA is seeking partnership that will provide the prepared site and support the competition activities described in Attachment J-1 Statement of Work Site Procurement. The provisions and clauses in the RFP attached are those effect through FAC 2023-04. The NAICS code and business size standard for this procurement is 541715. All responsible sources may submit an offer which shall be considered by the agency. However, any award from this RFP will require the potential vendor to be certified within the Online System for Award Management (SAM) and Online Representations and Certifications Application Database prior to award. Offers for the Break the Ice Lunar Challenge Phase 2 Level 3 Competition Venue are due by 3:00 PM CST September 1, 2023, to Christopher R. Sledge, at christopher.sledge@nasa.gov, and must include, solicitation number, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offeror will include the completed Standard Form 1449, Solicitation/Contract/Order for Commercial Items form to include prices by CLIN. The following clauses and provisions are incorporated; full text of the clauses and provisions may be accessed electronically at: FAR - https://www.acquisition.gov/browse/index/far NFS - https://www.hq.nasa.gov/office/procurement/regs/NFS.pdf Offerors shall provide the information required by FAR 52.212-1, Instructions to Offerors�Commercial Products and Commercial Services (Mar 2023) The Government will award a contract from this solicitation to the responsible offeror whose offer conforming to the solicitation, is the lowest priced, technically acceptable offer. All Offerors shall include completed copies of the provision at 52.212-3, Offeror Representations and Certifications�Commercial Products and Commercial Services (Dec 2022) with their offer, or complete electronic annual representations and certifications at SAM.gov with its offer. �FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders�Commercial Products and Commercial Services (Jun 2023) is applicable. MSFC 52.211-94 PERIOD OF PERFORMANCE (MAY 2017), The period of performance for this contract is from day of award to June 2024. Technical acceptability will be determined by review of information submitted by the offeror which must provide capabilities to provide the services that meets the Government's requirements attached to this posting. NASA Clause 1852.215-84 (NOV 2011), Ombudsman, is applicable. Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation, attachments, and amendments (if any). Prospective offerors are encouraged to notify this office of their intent to submit an offer. All contractual and technical questions must be submitted electronically via email to Christopher Sledge via email at christopher.sledge@nasa.gov not later than 4:00 PM CST August 24, 2023. Telephone questions will not be accepted. Any technical questions will be answered on a �one-on-one� basis. Responses to this combined synopsis/solicitation must be received via email no later than 4:00 PM CST September 1, 2023. The Government is not responsible for any failure attributable to the transmission or receipt of documents submitted using electronic means, including the missing of any established deadlines. Failure to submit a complete electronic proposal by the due date and time specified for this RFP shall result in the proposal being considered late, and shall be handled in accordance with FAR 52.212-1 Instructions to Offerors�Commercial Products and Commercial Services (Mar 2023).
