- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as UNRESTRICTED. The associated NAICS code is 541715. The small business size standard is 1,000 employees. This will be awarded as a trade-off. This combined/solicitation/synopsis is for the purchase of the following commercial services and products. Facilitating At-sea Seabird Mitigation Technology Testing of UV Phased Lighting PLEASE SEE THE ATTACHED COMBINED SYNOPSIS WITH ALL THE TERMS AND CONDITIONS WHICH ALL VENDORS MUST BE IN COMPLIANCE WITH TO BE ELIGIBLE FOR AWARD.
