COMBINED SYNOPSIS/SOLICITATION Conference meeting space and room block in the Silver Spring, MD or Washington D.C. area (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ).� Submit written quotes on Standard Form 18: SF-18 - Conference Meeting Space - NF-FKF300-23-02968 (23-431). (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Circular 2023-05 (AUG 2023) (Deviation 2023-03(Dec 2022). (IV) This solicitation is being issued UNRESTRICTED.� The associated NAICS code is 721110.� The small business size standard is $40.0M.� (V) This combined solicitation/synopsis is for purchase of the following commercial services:�See CLIN structure of attached SF18 for a Non-Personal Services support in which the contractor shall provide all labor, equipment and materials (unless otherwise provided herein) necessary for conference room space in the Silver Spring, MD or Washington D.C. area for approximately 25 individuals in seated round tables, perimeter seating to accommodate an additional 10-15 individuals, and additional tables. Further requirements include Audio Visual for the meeting room, a break room that will hold up to 30 participants and a sleeping room block at the Government per diem rate, in accordance with the Statement of Work. (VI) Description of requirements is as follows:�See attached Statement of Work which applies to Base Year and all Option Years 1 -4.�The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Sustainable Fisheries (SF) will host the Regional Fishery Management Council Training for 2023. For 2023, the dates for the virtual component are October 17 through October 19, 2023. The in-person training in Silver Spring, MD, or Washington, DC, will be November 14 through November 16, 2023. Training in subsequent years is expected to be in similar weeks. Domestic Fisheries Management Staff will confirm dates for training no later than 90 days from the date of the training. The Councils were established in 1976 by the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act). The Secretary of the Department of Commerce makes appointments to the Councils from lists of qualified individuals nominated and submitted by the governors of the constituent council states or tribal Indian governments. The Magnuson-Stevens Act requires a new Council training program designed to prepare newly appointed Council members on the numerous legal, scientific, economic, and conflict of interest requirements that apply to Council members' responsibilities and the fishery management process. Council members are required to complete the training within one year of the date of their appointment (August 11 of each year). NMFS is committed to providing timely training for recently appointed Council members within several months of their appointment to the Council. Training is made available to existing Council members, staff from the regional offices and regional science centers of NMFS, and may be available to committee and advisory panel members, as resources allow. Generally 25-30 individuals participate in the training each year. Training sessions are delivered by senior officials and experts from the DOC and NMFS to ensure the Council members and other trainees understand fishery management science and techniques, National Standards, the fishery management council process, codes of conduct, other key information relevant to the matters of the Councils, and to instill the importance of stewardship of our marine fish resources to the Administration and nation. Approximately 60 people are involved over the course of the training, including the Council members, other trainees, training presenters and NMFS staff in charge of the training program. NMFS must hold the training in Silver Spring, MD or downtown Washington, DC within walking distance no greater than 5 blocks to a Metro station along the Red Line between the stops of Gallery Place and Silver Spring (or within one stop of transfer to the Red Line) to allow both quick and easy Metro access for senior DOC, NOAA, and NMFS officials that must make presentations during the training (but are not required to stay the entire day), and for logistical transportation of equipment and materials. (VII)�� �The Period of performance shall be: Base Year: � 11/14/2023 through 11/16/2023 Option Period 1: 11/12/2024 through 11/14/2024 (estimate dates � Program Office will confirm dates for training no later than 90 days from the date of the training) Option Period 2: 11/11/2025 through 11/13/2025 (estimate dates � Program Office will confirm dates for training no later than 90 days from the date of the training) Option Period 3: 11/17/2026 through 11/19/2026 (estimate dates � Program Office will confirm dates for training no later than 90 days from the date of the training) Option Period 4: 11/16/2027 through 11/18/2027 (estimate dates � Program Office will confirm dates for training no later than 90 days from the date of the training) (VIII) �FAR 52.212-1 Instructions to Offerors�Commercial Products and Commercial Services (Mar 2023), applies to this acquisition. See addendum ADDENDUM TO Instructions to Offerors�Commercial Products and Commercial Services (Mar 2023), applies to this acquisition.� ADDITIONAL QUOTE PREPARATION INSTRUCTIONS: NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. Submission of Quotes 1. Submit PDF or Microsoft Word format quotations to the office specified in this solicitation at or before the time specified in the solicitation. 2. Quotes shall be fully executed and returned on the Standard Form (SF) 18 and any acknowledgements of solicitation amendments on the SF 30. 3. Additional Table of Cost Breakdown must be completed in order for the proposal to be considered. 4. Submit quotations to the office specified in this solicitation at or before the time specified in the solicitation. Only email quotes are acceptable and can be sent to Christie Lang at Christie.Lang@noaa.gov 5. Offerors shall have an active registration in the System for Award Management (SAM found at SAM.gov) in order to provide a quote and be eligible for award. Must provide their UEID/CAGE CODE with their quote. 6. Vendor's response to this Request for Quote shall consist of the documents outlined in all documents attached to the Combined Synopsis Solicitation. (1) The offer must be prepared in two parts: A technical quote and a business/price quote. Each of the parts shall be separate and complete in itself so that evaluation of one may be accomplished independently from evaluation of the other. The technical quote must not contain reference to price; however, adequate information must be contained in the technical quote so that the offeror�s technical approach is sufficiently detailed to provide a clear and concise presentation that addresses all contract requirements and demonstrates a clear understanding of the requirements. 2) The offeror shall submit: a. Technical Quote: One (1) copy, electronic required. 20 page maximum b. Business/Price Quote: One (1) copy, electronic required. Each part shall be clearly marked by title. There is no page limitation for the price quote. (3) The Government will evaluate quotes in accordance with the provisions set forth in this section and with the evaluation criteria stated below. (4) The Offerors shall identify and explain any exceptions or deviations taken to any part of the solicitation or conditional assumptions made with respect to the technical requirements of the solicitation. See addendum ADDENDUM TO FAR 52.212-1 Instructions to Offerors Offerors should note that taking exceptions to the Government�s requirements may indicate an unwillingness or inability to perform the contract, and the quote may be evaluated as such. Technical Quote - Vendors shall submit the following in their technical quote: TECHNICAL APPROACH. The offeror must have a specific plan as to how the offeror intends to accomplish the goals of the contract, including the completion of the Table of Cost Breakdown. (IX)� �FAR 52.212-2, Evaluation�Commercial Products and Commercial Services (Nov 2021), applies to this acquisition.� Offers will be evaluated based on price and the factors set forth in paragraph (a).� The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.� Paragraph (a) is hereby completed as follows: completed as follows: Evaluation will be based on 1) Technical Approach - quote shall meet or exceed the specified requirements stated in the Statement of Work 2) Price The Government intends to award a best value trade-off, firm fixed-price purchase order on an all or none basis with payment terms of Net 30. � b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.� (End of provision) (X) FAR 52.212-3 Offeror Representations and Certifications�Commercial Products and Commercial Services (Dec 2022), applies to this acquisition.
