- AMENDMENT 0005 8/18/2023: 1.���������� Is the Preventative Maintenance Service Contract part and parcel to, or will it be a follow-on and separate contract? �The Preventive Maintenance Service Contract will be a separate contract. 2.���������� 2.4.4 states ��any Emergency Service calls with 24 hours when the call is placed.� Does this statement imply a 24-hour response time from the time the service call is received, or is the statement referring to restoration time? If a 24-hour response time, what is the required restoration time? �The ""24 hours"" is the response time.� Due to the location of the WFO, this requirement can be relaxed to providing remote support.� The restoration time is dependent upon the problem depending on complexity/severity and should be included in the emergency repair estimate. 3.���������� Depending on the answer to question #2 above, spares may be required to ensure timely system restoration. Will the customer be providing spares as needed, or should we suggest and include spares in our proposal? The government will not be providing spares.� Provisioning of spares is a contractor decision and can be included in the proposal. SOW Page 12 � Hours of Operation Hours of operation are stated as �HST� which means Hawaiian Standard Time.� Should this be Guam Standard Time (GST)? Hours of operation should be ""ChST"" (Chamorro Standard Time).� AMENDMENT 0004 8/18/2023: quote due date is extended to 8/30/2023 4pm mst. AMENDMENT 0003 8/16/2023: 1.�������Where will the PACS workstation on server and card enrollment station be located?� ���The PACS workstation and card enrollment station will be located in the COMMS Room inside the Server Room. 2. Will blank visitor or temporary cards (not CAC) be required?� ��No, blank visitor or temporary cards (not CAC) will not be required. �� 3. Will the customer provide an uninterruptible power supply (UPS) or power source for the PACS�workstation server?��Power for the workstation server will be from an existing building emergency power circuit, as mentioned in the SOW.�� 4. Will local annunciation (at the door and logged on the PACS server) be required if a door is�propped open?� �Yes, it is required.� Also required is a way to temporarily override/silence the alarm during situations when the door must be left open for a longer duration (e.g., when hauling out large loads, recycling). 5. If annunciation is required for propped doors or doors forced open (opened with a key instead of�using the PIN pad or CAC, will local annunciation (at the door and logged on the PACS server) be�required?� �Yes, it is required.� See previous response. 6. The new PACS keypad card reader dimensions are significantly smaller than the existing PACS�equipment at the doors. Removing the current devices will leave large holes in the walls. Will�an escutcheon or flat plate be acceptable to cover the holes left after the existing devices are�removed?� �No, escutcheon or flat plates are not acceptable.� Repair and paint interior ""holes"" with spackling compound and paint.� Exterior ""holes"" shall be repaired with concrete patch and paint. 7. Can low voltage cabling (below 30VDC) be pulled into wall cavities without a conduit?��Yes. GATE 8. Are the road loops (safety x2, exit x1) only to be repaired or relocated?��The road loops are not a part of this project.� 9.. Will video from the gate camera be recorded in the new NVR?� �No, the gate camera is not a part of this project.� The new VSS is only for security of the WFO main building 10. Suppose the vehicle gate is customarily left open during regular business hours. Will an alert from the surveillance system be needed to notify the building occupants that someone or a vehicle has entered through the opened gate?� �The vehicle gate is not a part of this project. Ethernet Network Cabling and Support Equipment 11. Can the low voltage and ethernet cabling be pulled in ceiling spaces without conduit or cable trays?��At a minimum, cable support hooks are required. NOTE: During the site visit, we noted that existing ethernet cabling is installed throughout the building in a ceiling spaced without conduit, cable trays, or cable support hooks. 12. Since the PACS and VSS networks are not connected to an external network, are unmanaged network switches acceptable, or are fully managed network switches (e.g., Cisco Catalyst network switch) required?��Fully managed network switches are required 13. Will the customer allow us to install the NVR and Ethernet switch inside an existing network equipment rack? If so, is 120VAC power available inside the rack?��Yes, a rack with space and 120VAC is available. 14. Are cable management devices available inside the existing network racks? May we use the existing cable management devices for the new PACS and VSS network cables?� �The existing rack mentioned previously does not have any cable management devices.� Please provide or ensure that the cables are dressed. 15.����Will NOAA allow the usage of electricity, bathroom facilities, utilities in the performance of work?� �Yes. 16.����While in process, is there any storage area or safe area for supplies and equipment or should this be taken home each night or is there allowance for the vendor locked space/box trailer?� �Interior storage is limited.� However, there is a lot of room outdoors for a vendor box/trailer. 17.����The current and latest access/CAC pads are smaller and replacing the existing pads will create a gap that will require patching and painting the gap for a seamless look.� �This is not a question.� Please see question 6 above.� Yes, the contractor must patch/paint all gaps. 18.����The location of the cameras. Is the purpose of the cameras for situational awareness or positive ID? This will determine the location of the cameras.� There are two exterior doors (#2 � Inner Employee Entrance & #6 ET Shop) that are not flush with the exterior walls.� The locations of the cameras will be determined based on the purpose of the cameras (situational awareness or positive ID�facial and number of individuals entering the building).� �The VSS cameras are for situational awareness (e.g., recordings will be used during investigation after break in).� The ACS A/V intercom is used for positive ID. 19.����The NAICS code assigned to this requirement currently has 332321 � Metal Window and Door Manufacturing. In reading the scope of work, would NAICS code 238210 � Electrical Contractors and Other Wiring Installation Contractors be more in line with the requirement?� The NAICS codes online identified the following:� Intercommunication (intercom) system installation, Security and Fire System Installation, and surveillance system installation under NAICS 238210.�This requirement has both product and services.� In the initial analysis of where the majority of cost would be was determined to be product.� This was the best fit for product NAICS to be used and is posted as such.�Found on page 1.�� 20.����Wage Determination was not included in the solicitation; will SCA apply?�Yes. THIS REQUIREMENT IS UNDER THE WHAT USED TO BE THE SERVICE CONTRACT ACT (SCA) AND IS NOW CALLED THE SERVICE CONTRACT LABOR STANDARDS (SCLS).�Begins on page 48. AMENDMENT 0002 8/14/2023: QUESTION 1)�Please clarify, if the existing door handles and locksets on the doors are to be�replaced...since the existing electric door strikes are the only component connected to�the Cipher access system...the electric door strikes that release the door to open are�mounted on the door jams. ANSWER 1) No. QUESTION� 2)�Please clarify if we can install the access panel on the 4�x 8� plywood in the Comms�Room 125 ANSWER 2) Yes. QUESTION� 3)�Please confirm if the plywood is fire rated as per NEC code. ANSWER 3) I am not sure. My guess is it might not be. AMENDMENT 0001 8/9/2023: We do have some leeway.� We can make it remote support. Quote due date has been extended to 8/23/2023.
