- Description
- This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Sartorius Corporation, 565 Johnson Avenue, Bohemia, New York 11716, USA, for quantity one (1) of the INCUCYTE S3 HD/2CLR SYSTEM PACKAGE - 4647, INCUCYTE ORGANOID SOFTWARE MODULE � 9600-0034, Incucyte System Training � BA-04854, Incucyte Initial System Installation � 84ICE20, POWER CORD NA � 1125-0126, and Shipping and Handling. The National Institute of Allergy and Infectious Diseases (NIAID)�s Neuroimmunology section within the Laboratory of Neurological Infections and Immunity (LNII) (collectively �Program�) studies multiple encephalitic viruses to gain a better insight into the interactions between the immune response to virus infection and the development of neurological disease. A major goal of Program�s laboratory is to research major pathways that mediate neuropathogenesis so that rationally designed therapeutics may be developed to intervene in the disease process. This includes examining the factors that mediate virus entry into the CNS, the recruitment of inflammatory cells to the brain, and the influence of these cells on CNS damage, as well as direct damage of neurons by virus infection. In order to accomplish this, Program needs a INCUCYTE S3 system. More importantly, INCUCYTE S3 equipment are currently in use by Program�s lab, and previous samples have been processed on this model. Obtaining another equipment of the same model allows Programs to add more samples to the pipeline and analyze all data together. Using the same equipment reduces variables, allows for comparison of data sets and builds upon previous data. Using a different model equipment would introduce new variables and would not allow direct comparisons of data, potentially jeopardizing the research. In addition, the lab members are trained in both the use of this system and the protocols that are established for the machine. Using a different system would result in the loss of experimental data, repeating previous sampling for comparison, the need for retraining lab members, establishing new protocols, etc. - which would be expensive and time consuming process that would jeopardize the existing research. The statutory authority for this sole source requirement is 41 U.S.C.1901 (e) (2) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.
