Description
COMBINED SYNOPSIS/SOLICITATION Sharp multi function printers and service and maintenance (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). �Submit written quotes on Standard Form 18: SF-18 - Sharp MFP NF-FKA000-23-02616 (23-427). (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Circular 2023-05 (AUG 2023) (Deviation 2023-03(Dec 2022). (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 333310. �The small business size standard is 1,000 Employees. � (V) This combined solicitation/synopsis is for purchase of the following commercial services: See CLIN structure of attached SF18 in which the contractor shall provide all supplies, labor, equipment and materials (unless otherwise provided herein) necessary for the procurement of Sharp multi function printers and service and maintenance, in accordance with the Statement of Work. (VI) Description of requirements is as follows: See attached Statement of Need which applies to Base Year and all Option Years 1 -4. The Office of the Assistant Administrator (OAA) has a need to replace 3 network printers within the SSMC3 located at 1315 East West Highway Silver Spring, Maryland. These printers have exceeded their support lifecycle from the manufacturer. �NOAA/NMFS/OAA is issuing this solicitation for the sole purpose of acquiring Sharp enterprise Multi-Functional Printers (MFP) as identified in the Hardware Specification Section of this proposal. To continue to provide expertise, customer support, and troubleshooting skills, the agency has selected to stay with one of the current manufacturers. �Acquiring non Sharp enterprise Multi-Functional Printers (MFP) introduces significant risks to the level of support currently provided, and hardware capabilities resulting in undesirable results. �The outcome could result in additional costs to re-train IT staff. �Also with the current inventory of consumables that the agency currently has, it would result in extra expenses if a different manufactured consumables have to be purchased. �These (3) multi-functional printer/ copier will be replacing existing network printer machines that has reached end of life (EOL) The vendor shall supply three (3) each Sharp Multi Function Printer, Model BP-70C45 and service and maintenance.� (VII)�� �The Period of performance shall be: Base Year: Sharp Electronics Multi Function Printer, model BP-70C45: Per vendor lead time Base Year: �Service and Maintenance: will be begin on date of delivery for one (1) year. Option Period 1: Service and Maintenance: For one (1) year following the base service and maintenance. Option Period 2: Service and Maintenance: For one (1) year following the base service and maintenance and previous option year. Option Period 3: Service and Maintenance: For one (1) year following the base service and maintenance and previous option year. Option Period 4: Service and Maintenance: For one (1) year following the base service and maintenance and previous option year. (VIII) �FAR 52.212-1 Instructions to Offerors�Commercial Products and Commercial Services (Mar 2023), applies to this acquisition. See addendum ADDENDUM TO Instructions to Offerors�Commercial Products and Commercial Services (Mar 2023), applies to this acquisition.� ADDITIONAL QUOTE PREPARATION INSTRUCTIONS: NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. Submission of Quotes 1. Submit PDF or Microsoft Word format quotations to the office specified in this solicitation at or before the time specified in the solicitation. 2. Quotes shall be fully executed and returned on the Standard Form (SF) 18 and any acknowledgements of solicitation amendments on the SF 30. 3. Submit documentation of vendor being a Sharp authorized dealer / reseller. 4. Submit quotations to the office specified in this solicitation at or before the time specified in the solicitation. Only email quotes are acceptable and can be sent to Christie Lang at Christie.Lang@noaa.gov 5. Offerors shall have an active registration in the System for Award Management (SAM found at SAM.gov) in order to provide a quote and be eligible for award. Must provide their UEID/CAGE CODE with their quote. 6. Vendor's response to this Request for Quote shall consist of the documents outlined in all documents attached to the Combined Synopsis Solicitation. (IX) � FAR 52.212-2, Evaluation�Commercial Products and Commercial Services (Nov 2021), applies to this acquisition. �Offers will be evaluated based on price and the factors set forth in paragraph (a). �The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. � Paragraph (a) is hereby completed as follows: Evaluation will be based on 1) Technical Acceptability / Capability 2) Authorized Sharp dealer / reseller documentation 3) �Price The Government intends to award a best value trade-off, firm fixed-price purchase order on an all or none basis with payment terms of Net 30. � b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.� (End of provision) (X) FAR 52.212-3 Offeror Representations and Certifications�Commercial Products and Commercial Services (Dec 2022) applies to this acquisition. (XIII) The clauses/provisions contained in the Combined Sypnopsis/Solicitation are also applicable to this acquisition. (XIV) Defense Priorities and Allocations System (DPAS) and assigned rating does not apply. (XV) �Quotes are required to be received in the contracting office no later than 5:00 P.M. Eastern Time on September 3, 2023. �All quotes must be emailed to the attention of Christie Lang. �Only email quotes are acceptable and can be sent to Christie.Lang@noaa.gov.
