Description
Special Notice: FD-2023-331 NOAA / NMFS / SEFSC The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southeast Fisheries Science Center (SEFSC), intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Notus Electronics Ltd., of Newfoundland, Canada, to procure the following: Replacement parts (bottom contact, master O, and slave O sensors) for net mensuration system. A Notus Electronics Ltd., TrawlMaster net mensuration system was purchased in 2018 to accurately monitor trawl parameters during NOAA Fisheries groundfish stock assessment surveys.� Monitoring the geometry of the trawl helps validate scientific findings.� The system was deployed on several fisheries independent surveys, but when a net was snagged by a bottom obstruction, some of the sensors came loose and were lost. In order to make the system operational again, new sensors from the manufacturer are needed. The specific parts required are: Bottom Contact Sensor With Bracket (701BCR/S35SBC); Master O Sensor (701MWR); Slave O Sensor (701SWHP). The applicable Size Standard is North American Industry Classification System (NAICS) Code 334519, with a Small Business size standard of 600 employees. The sensors must come from Notus Electronics to meet form, fit and function of the existing system purchased in 2018. The proprietary nature of the Notus system prevents the use of sensors from other companies as they will not work with the existing system and render it inoperable for the surveys. Notus Electronics was originally chosen because of the light weight of the sensors, high accuracy trawl wire measurements, having the only omnidirectional sensors on the market, and having the only system that offers pure net mensuration using two-way transponder communication. The Government intends to negotiate a firm fixed price contract.� This Special Notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing.� Submissions are due no later than September 5, 2023 at 5pm Eastern Time.� Oral communications are not acceptable in response to this notice.� Responses may be emailed to Christie.Lang@noaa.gov. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only can Notus Electronics Ltd., of Newfoundland, Canada can provide the requirements stated above. Attachment Single Source Determination
