- Description
- This is a presolicitation notice in accordance with FAR Part 5.204. The proposed contract action is an On Ramp to the existing Information Analysis Center Multiple Award Contract (IAC MAC), specific to Pool 1 and Pool 2. Pool 1 � Full and Open Competition was awarded 27 September 2018, and Pool 2 � Partial Small Business Set-Aside was awarded 1 March 2019. Both Pools will expire 29 September 2027. The IAC MAC is an indefinite delivery indefinite quantity (IDIQ) contract that provides a wide range of mission-critical R&D to hundreds of requiring activities throughout the DoD. Customers come from every Service, Combatant Commands, DoD labs, and other defense and federal agencies. The IAC MAC�s scope is the only DoD contract established to specifically acquire customized R&D services across all areas of: Weapons Systems, Autonomous Systems, Survivability & Vulnerability, Reliability, Maintainability, Quality, Supportability and Interoperability (RMQSI), Advanced Materials, Military Sensing, Energetics, Directed Energy, Non-Lethal Weapons and Information Operations, Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR), Cyber-Security, Software and Data Analysis, Modeling & Simulation, Knowledge Management and Information Sharing, Homeland Security & Defense, Critical Infrastructure Protection, Weapons of Mass Destruction, Biometrics, Medical, Cultural Studies, Alternative Energy, Chemical, Biological, Radiological and Nuclear (CBRN) Non-Laboratory and Laboratory. It is the only DoD contract that mandates the investigation of existing Scientific and Technical Information (STI), and the reporting and sharing of the new STI generated during performance of the task orders for others to use across the Government. The On Ramp will be conducted as a full and open competition.� For the Unrestricted F&O competition Pool 1, the Government seeks to award approximately three (3) IDIQ contracts. For the SB Set-aside competition Pool 2, the Government seeks to award approximately two (2) IDIQ contracts. However, the Government reserves the right to award more or fewer contracts in each of the competition pools described above, if the Source Selection Authority determines it is in the Government�s best interests. The Government also reserves the right not to award any contracts at all within each competition pool, depending on the quality of the proposals and prices submitted and the availability of funds.� Each small business Offeror may choose to compete in either or both of the two On Ramp competition pools.� The solicitation, along with requirements documents, will be released on or after 5 Sep 2023. The solicitation with attachments will be submitted through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/. All vendors will be able to view the solicitation in the Solicitation module by selecting �SOLICITATION SEARCH� in the Award section or �Solicitation Search� under the SUPPORT section at the bottom of the page. Search for FA807523R0001 postings. The Solicitation module is a vendor portal for solicitation within the PIEE platform to automate and secure the process for capturing solicitations, attachments, and responses from industry. The Solicitation module allows vendors to retrieve and respond to solicitations and communicate directly with Solicitation Managers in a secure environment. Vendors choosing to submit an offer/proposal in the Solicitation module must register in PIEE and submit a request for the Proposal Manager role. Offerors must not rely on the Government to assist Offerors in understanding how to use PIEE or transmit proposals within PIEE. Offerors must familiarize themselves, far in advance of the proposal submission deadline, with the system: both for retrieving information and to enable them to submit their offers in a timely manner. The 774 ESS will not notify Offerors of any changes to the solicitation; Offerors must monitor PIEE and SAM for the solicitation to be posted, and for any posted changes or amendments.
