Please note this document was formerly called Source Qualfication Statement-Spares.� UPDATE: 1AUG2023� The updated EDL (Rev 8) and Eng Data Requirements (dated 13Jun2023) are uploaded into the synopsis.� UPDATE: 31JUL2023 This information is provided to you as an update.�SAR packages will be accepted up to and including with the proposals. Please note that both the RH and LH AFT cowlings are valid requirements. Initially, both requirements were advertised on one� sources sought synopsis (SSS) # FA8212-23-R-0006 however, these requirements will be solicited on separate solicitation numbers (FA8212-23-R-0006 for the RH and FA8212-23-R-0007 for the LH) and we are currently only in the pre-solicitation phase or synopsis phase. The formal solicitations or RFPs (request for proposals) are scheduled to be posted at end of August 2023. PROGRAM NAME:� A-10 THUNDERBOLT II WARTHOG IAW DFARS SUBPART 217.75, ACQUISITION OF REPLENISHMENT PARTS FA8212-23-R-0006 *Pre-Solicitation Notice* A. REQUIREMENT. PN: 160J413500-12 NSN: 1560-01-136-0506FJ, A-10 AFT Cowling, RH 5 YEAR Indefinite Delivery/ Indefinite Quantity (IDIQ) � Single Award a. MIN QTY: ���������������������������������� 20EA (includes First Article) b. Best Estimated Qty (BEQ): �������� 160EA ������������� c. MAX QTY: �������������������������������� 180 EA ������������� c. 5 YEAR ORDERING PERIOD: Expires when the MAX QTY has been ordered or end of FY2028 or 30 SEP 2028, whichever occurs first. *Please Note: The Government is only obligated to the minimum quantity/ guarantee. 1. PURPOSE: This is a pre-solicitation synopsis in accordance with FAR 5.201. This is not a Request for Proposal or Quote (RFP/RFQ) or an Invitation For Bid (IFB), nor is it construed as a commitment by the Government.� The synopsis is prepared for the purpose of notifying potential offerors of an upcoming solicitation.� For timely acquisition the DRAFT RFP is included with the notice.� If no viable feedback is received these documents will be posted with the solicitation with no changes after the synopsis closes. 2. ALL RESPONSIBLE SOURCES BID:� All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency if it meets the Govt�s requirement and required delivery times.� 3. ANTICIPATED AWARD DATE: Award is scheduled No Later Than (NLT) 30 days after solicitation closed unless the value of the award exceeds $5M and requires clearances.� In such cases award is NLT 60 days after the solicitation closed. 4. �IAW FAR Subpart 6.1 FULL & OPEN COMPETION. 5. Class Deviation 2023-O0001 Verification of Eligibility of Small Business Joint Ventures �A small business joint venture offeror must submit, with its offer, the representation required in paragraph (c) of FAR solicitation provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, and paragraph (c) of FAR solicitation provision 52.219-1, Small Business Program Representations, in accordance with 52.204-8(d) and 52.212-3(b) for the following categories: Small business; (Service-disabled veteran-owned small business; Women-owned small business (WOSB) under the WOSB Program; Economically disadvantaged women-owned small business under the WOSB Program; or (E) Historically underutilized business zone small business. These procedures implement the final rule for FAR case 2017-019, Policy on Joint Ventures, published on September 23, 2022, at 87 FR 58219, and effective on October 28, 2022, which added new representations to paragraph (c) of FAR solicitation provisions 52.212-3 and 52.219-1 for small business joint ventures for the socioeconomic categories listed above.� 6. AMSC (ACQUISITION METHOD SUFFIX CODE) C: Source Approval Prior to Award Required. 7. Higher Level Contract Quality Certification Required: AS9100 or higher 8. CONTRACT TYPE: Firm-Fixed-Price (FFP) 9. �Manufacturer shall build and test IAW the current TDP and AS9100.� The DoD manufacturer shall build, test, and deliver serviceable quality A-10 parts to the USAF by the required delivery times IAW the current TDP attached to this notice and higher level contract quality AS9100.� To meet the requirement, the DoD manufacturer is fully responsible for reviewing the entire TDP thoroughly before bidding on the requirement and identifying any discrepancies in a reasonable time to resolve the discrepancy in-order to bid on-time. �No Economic Price Adjustment (EPA) is authorized for this requirement.� By bidding on the requirement, the offeror certifies as a responsible DoD manufacturer that they are technical capable, have the financial resources, and a complete and current TDP to deliver serviceable assets No Later Than (NLT) the required delivery times in SECTION B. **PLEASE NOTE: Any deviations to the TDP shall be approved only by the Design Authority (USAF)**��� 10.� TDP Access:� The draft TDPs are export controlled and are too large to upload on SAM.gov.� The TDPs must be �e-mailed to authorized requesters via DoD SAFE.� To request access to the TDPs the request must be for official business only (your firm intends to bid on the requirement) and the requester must be listed on the DD2345, Military Critical Technical Data Agreement, as the authorized custodian of the data. �To request access to the TDPs please e-mail the PCO at leslie.evans.1@us.af.mil and the Contract Specialist at joannie.strong.1@us.af.mil with your CAGE code.� We must verify that the requester is listed as the data custodian on the DD2345 before we can e-mail the TDPs to your firm.� ��� 11. Foreign Participation Not Allowed.� Critical technology involved, export controlled D.� The TDP can only be released to U.S. contractors. 12. Award shall be made on All or None basis. The contract is scheduled for award within 90 days after the RFP close-out date.� Contract award shall not be delayed to qualify new sources due to the criticality of the USAF�s need IAW FAR 9.202, Policy(e) �The contracting officer need not delay a proposed award in order to provide a potential offeror with an opportunity to demonstrate its ability to meet the standards specified for qualification.��
