- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED; AND A WRITTEN SOLICITATION DOCUMENT (I.E. STANDARD FORM) WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05 effective 08/08/2023. The associated North American Industry Classification System (NAICS) code for the requirement is 334515- Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. The small business size standard is 750 Employees. This acquisition shall be procured as a total small business set aside. Simplified acquisition procedures will be utilized. BACKGROUND INFORMATION The Mechanical Systems & Controls Group at the National Institute of Standards and Technology (NIST) expands the scientific knowledge of building operation and integration with the smart electric grid. The group�s focus is to improve energy efficiency of building equipment through measurement, control strategies, and technical insight related to grid stability, power quality, integration of distributed renewable energy resources, and provision of ancillary services. The research activities include power system monitoring, simulation, and data analysis. To fulfill its mission, the Mechanical Systems & Controls Group requires calibration equipment to characterize the electrical performances of voltage and current sensors, and power meters. The calibration equipment will be used to quantify the measurement uncertainty, frequency response, and gain of various voltage and current sensors, and power meters. The calibration equipment purchase supports the objectives of the Electrical Performance of Grid-Interactive Efficient Buildings (EPGEB) and collaboration work with the Office of Facility and Property Management. A key component of measurement science to support EPGEB is collecting high-quality data such as high-frequency voltage and current waveforms, and electrical power and energy consumption data. Collecting high-quality data needs accurate instrumentations that require frequent calibration and spot checking. The impact of this invested equipment is not limited to the EPGEB project, it will allow other researchers in Division 732 to calibrate various electrical measurement equipment to advance their project requirements.
