This notice is issued solely for information and planning purposes and does not constitute a solicitation or a guarantee to issue a solicitation in the future. This notice does not commit the Government to contract for any supply or service. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Not responding to this notice does not preclude participation in any future solicitation, if issued. This announcement is based on the best information available at this time and is subject to future amendment. The Department of Veterans Affairs, Network Contracting Office 4, is conducting a market survey to identify potential sources to perform a firm fixed price contract for procurement of a Bi-Direction Amplifier (BDA) System for the Police Department at the Wilmington VA Medical Center, located at 1601 Kirkwood Highway, Wilmington, DE 19805: SYNOPSIS (NOT COMPREHENSIVE) BACKGROUND The Police Department at the Wilmington Veteran Affairs Medical Center, located at 1601 Kirkwood Highway, Wilmington, DE 19805, has a requirement for a Bi-Direction Amplifier (BDA) System to boost the reception of the Police Department s radio systems in the facility s parking garage. This amplifier system will ensure police officer, veteran, staff, and visitor safety by maintaining reliable communications between Police Officers on patrol in the parking garage and the VA Police Dispatch Center, as well as the State Police Dispatch Center as needed. SCOPE The Wilmington VA Medical has a requirement to add a BDA System in the facility s parking garage to boost the Police Department s radio signal. The BDA System will assist in strengthening the radio signal and help to prevent overall signal loss for Police Officers who routinely patrol the parking garage area. Without this amplifier system, Police Officers are currently at risk of not being able to call for assistance in the event a situation arises. Additionally, staff, veterans, and visitors are also at risk if a Police Officer patrolling the garage misses important communications regarding a medical or security situation and fails to respond. The VA Police radio system uses the Delaware State Police radio encrypted frequency, under the Delaware Public Safety Radio System. The contractor shall provide documentation that they are an approved vendor by the Delaware Department of Safety and Homeland Security, Division of Communications and have the right to be able to program the BDA system to work with this encrypted frequency, as required by Delaware Senate Bill 79. TASKS The contractor shall install Bi-Direction Amplifiers (BDA) in the parking garage at the Wilmington VA Medical Center. The contractor shall provide labor and materials necessary for system commissioning, testing, and Turn Up (bringing system online after installation). Initial system commissioning, testing, and Turn Up should be completed within 60 working days post contract award. Contractor shall be responsible for collecting and disposing of all debris accumulated during the installation process and disposing off-site. Upon completion of all work and installation of BDA System, the following items shall be provided to the Wilmington VA Police Service. Detailed as-built drawings of the system: Contractor shall provide this to Wilmington VA Police Service POC within seven business days post installation completion. Final system test results: Contractor shall work with Wilmington VA Police Service within seven business days post installation completion to perform final system test and provide results. DELIVERABLES Contractor shall perform all services, including but not limited to labor and materials, required for the assessment of and installation for a fully functioning BDA system in the parking garage at the Wilmington VA Medical Center. As part of the assessment, the contractor shall perform initial testing to determine areas within the parking garage where there is weak or no signal reception to police-issued radios to determine the exact number of devices necessary to correct the signal issues. Site visit for assessment to be scheduled separately. Contractor shall review items with the Police Service POC to ensure system integrity, accuracy, and proper functionality. ADDITIONAL INFORMATION All assessments, installations, testing, and additional work will be performed during Wilmington VA Medical Center s regular business hours of 7:00am-4:30pm, ET, Monday through Friday, excluding federal holidays. The Wilmington VA Medical Center is not aware of permit and/or inspection fees included in this proposal. There are no roof penetrations, roof patching, or coring etc. included in this proposal. SOURCES SOUGHT RESPONSE: Capabilities Statement and Documentation: Companies are invited to provide their capabilities, experience, and knowledge in the provision of a Bi-Direction Amplifier (BDA) System. Sources are asked to provide information to demonstrate their answers to the following items of information: 1. Based on market response, the following clauses may be included in a resulting solicitation, should one be issued: VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside VAAR 852.219-11, VA Notice of Total Veteran-Owned Small Business Set-Aside FAR 52.219-6, Notice of Total Small Business Set-Aside Accordingly, prospective contractors will be required at time of solicitation response to certify to the applicable limitation on subcontracting requirements in 13 CFR 125.6, with reference to the appropriate set-aside. Please include in the response to this sources sought notice your ability or inability to certify to the clause applicable to your organization. 4. Provide a summary of your firm s ability to provide the services described in this announcement. In addition to a Capability Statement, submissions can include specifications, brochures, and manuals as attachments. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements and must include relevant corporate experience along with the applicable contract number, total contract dollar amount, contract period of performance, details of the relevant services and customer point of contact with corresponding telephone number and email address. Responses must specifically include documentation that the vendor is an approved vendor by the Delaware Department of Safety and Homeland Security, Division of Communications and have the right to be able to program the BDA system to work with this encrypted frequency, as required by Delaware Senate Bill 79.
