Description
General. This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. Contract Information. The Oregon Army National Guard (ORARNG) has been tasked to solicit a support contract to perform annual and periodic heavy metals testing for ORARNG employees. The proposed project will be a competitive, firm-fixed price (FFP) contract. Responses to this Sources Sought announcement will be used by the Government to make, if appropriate, a small business set-aside acquisition strategy decision and/or multiple contracts, if all requirements \�cannot be met under a single contract vehicle. This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of the small business members of the industry, to include: Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Service-Disabled Veteran-Owned Small business (SDVOSB) are highly encouraged to respond. Minimum Technically Acceptable Contractor Expertise Criteria: The Contractor must demonstrate through references, project lists, or reports, they possess experience as it relates to this project.� Two projects maximum will be accepted for review. Note: The Government may consider the relevant past experience and past performance of key individuals and predecessor companies in evaluating the company's past experience and past performance factors. The Oregon National Guard has a requirement to perform annual and periodic heavy metals testing for ORARNG employees. Due to the nature of the environment and potential for work-related exposure to heavy metals, employees are required to be tested for heavy metals. Oregon Army National Guard employees are in fourteen (14) locations, across the seven (7) geographical regions in the State of Oregon with laboratory services required at the following locations: Salem AASF #1 - 1921 Turner Road SE, Salem, OR 97302 FMS #4 � 1776 Militia Way SE, BLDG C, Salem, OR 97301 Portland/ Clackamas CSMS - 15300 SE Minuteman Way, BLDG 6480, Clackamas, OR 97015 FMS #1 � 10000 NE 33rd Drive, Portland, OR 97211 FMS #1 Sub � 8801 N Chautauqua BLVD, Portland, OR 97217 FMS #2 - 15300 SE Minuteman Way, BLDG 6410, Clackamas, OR 97015 FMS #3 � 2900 SW Taylor Way, Forest Grove 97116 Northeast Oregon AASF #2 - 2100 NW 56th Drive, Pendleton, OR 97801 FMS #7 � 64082 Airport Lane, La Grande, OR 97850 FMS #7 Sub � 78798 Ordnance Road, Hermiston 97838 Redmond COUTES - 2899 SE Ochoco Way, Redmond, OR 97756 Warrenton CRUTES - 91426 Rilea McCarter Road, Warrenton, OR 97146 Springfield FMS #5- 3110 Pierce Parkway, Springfield, OR 97477 Medford FMS #6 1701 S Pacific Highway, Medford, OR 97501 The interested contractor shall provide all personnel, equipment, tools, material, supervision, and quality control necessary to perform Medical Laboratory testing services. The Contractor must be able to perform the following test: Beryllium Cadmium Hexavalent Chromium Lead Zinc Protoporphyrin (Free Erythrocyte Protoporphyrin) All licensing and regulation requirements will conform to Oregon State Regulation and Federal Regulations, the College of American Pathologists (CAP), and the Clinical Laboratory Improvement amendments (CLIA) for support of the requirements and may include additional guidance for each ORARNG location based on Army Post Policies and regulations. Test requirements are different for each location. Therefore, cost quotes should be on a per test basis with the overall requirements being taken into consideration. It is anticipated by the Government the requirement duration will be six (6) years. Submission Instructions. Responses to this Sources Sought notice must be submitted electronically (via email). The Submission form needs to be completed when responding to the sources sought. �Please send your response and attachments to Alexis D. Potter, Contract Specialist, at alexis.d.potter.civ@army.mil by 2:00 pm Pacific Standard Time Wednesday, September 20th, 2023. All successfully submitted responses will receive an acknowledgement by return email. A contractor�s response to this Sources Sought shall be limited to the information sheet and five (5) additional pages of information which may help in market research for industry capacity and shall include the following information: (Information requirements below are on the attached response sheet) 1. Contractor�s name, address, point of contact, phone number, e-mail address, and CAGE code. 2. Contractor�s small business category and Business Size: Small Business, Small Disadvantaged, 8(a) firm, Historically underutilized Business Zones (HUBZone), Economically Disadvantaged Women-Owned Small Business (EDWOSB), and Service-Disabled Veteran-Owned Small business (SDVOSB). 3. Provide a maximum of two examples of projects similar in size, scope and complexity with a brief description of each project, customer name, contract number, and the dollar value. Projects considered similar in scope to this project include a variety of field support requirements for the same project simultaneously. 4. Provide additional relevant information on the contractor�s experience/Capabilities as it pertains to the proposed work outlined in the Medical Laboratory Heavy Metals requirements sheet. Disclaimer and Important Notes. This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. All interested parties must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the contract to be eligible for award of a Government contract.
