Description
Office of Administration (OA) Support OCIO has a requirement for additional OA Support based on the level of effort needed to provide Budget Management and Data Analysis services. The support provided for management of investments and budgets has significantly improved productivity, quality assurance, schedule management and reduced the risk of budget performance. The value-added benefit of the improved productivity and reduced risk warrants the increase in staff support to continue to provide this level of service. The intention of this increase in support is to establish and optimize processes for budget and investment management and data analysis within OA, so that the program office can work with the required resource levels and complete work efficiently with no disruption. Currently, the program office is not projected the need for the proposed resources for greater than one year. OA is requesting support in the following areas: Budget Management This task is intended to align with the work currently performed by the Budget/Finance team under Task 2 of the ITESS contract. Oversees day-to-day budget functions to include, but not limited to: o Monitors, reviews, and reconciles financial commitments and obligations. o Tracks obligations, expenditures, and the flow of funds. Ensures fund availability for the processing of obligating documents. o Compiles data and prepares a variety of ad hoc and reoccurring reports and analyses related to financial management issues such as the status of funds, obligations, FTE usage, etc. o Reviews and edits office budget submissions for accuracy and conformance with procedures and guidelines. o Analyzes historical budget for the use in forecasting programmatic needs. o Experience using MS Excel and can create advanced algorithms. o Experience in using UFMS is preferred; has ability to create requisitions and purchase orders within UFMS. o Prepares accurate and timely reports for various budget allocations throughout the office. o Performs other duties as assigned that are related to this position. Provides leadership and direction in the execution of various budget functions and responsibilities. o Performs budget development and/or execution functions for assigned administrative budget areas. o Maintains complex databases, registers, and other budget tracking systems employed by the organization. o Assures that obligations incurred and resulting expenditures of funds are in accordance with pertinent laws and regulations. o Identifies potential issues and provides recommendations for resolution of budgetary problems. o Identifies opportunities and recommends process improvements to the budgetary processes, policies, and procedures. o Compiles background and historical data and documentation, to assist in the development of budget estimates and justifications and to identify operating costs. o Interprets complex regulations, directives, and policies and provides authoritative advice and assistance to others. o Has knowledge of Appropriations Law, A-123 processes. Data Analysis This task is intended to align with the work currently performed by the Enterprise Portfolio Management Office (ePMO) team under Task 2 of the ITESS contract: o Evaluates current training programs for executive officers and make recommendations to resolve deficiencies in content that require application of complete training. o Develops and manages a web-based Portal such as SharePoint, Microsoft Teams, etc. to provide support, guidance, resources and references for the Executive Officers and HR liaisons. o Runs the development of the Portal from design through testing and implementation to user training and program evaluation. o Ensures most updated guidance, such as HR policy, job aid, forms, etc. are uploaded on the Portal o Provides oversight and ensures the accuracy, relevance, and standardization of the information contained in the portal. o Works closely with Organizational Development Team members to determine the best approach to organize data and create greater efficiency in knowledge management o Serves as a point of contact and a consultant in operational and organizational reporting. o Derive meanings from big data parentheses (i.e., data sets that may be large, disparate, unstructured, and slash or complex parentheses). o Analyzes and summaries data calls from various source data collection such as staffing plans, full time employee ceilings, work schedules, etc. o Completes significant ad hoc reports that can have a major impact and influence for new policies and legislation and provides complex various data requests.
