- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS intends to award a firm fixed price sole source contract for a base year plus 4 option years under the authority of FAR 6.302-1 only one responsible source to: GLOBAL CONSERVATION NETWORK 12101 Johnny Cake Ridge RD Apple Valley, Minnesota 55124 The North American Industry Classification System (NAICS) code for this requirement is 541620, Environmental Consulting Services. The object of this sole source award to GLOBAL CONSERVATION NETWORK is to conduct Population Viability Analysis (PVA) associated with the 5-year evaluation of the recovery plan for the Mexican wolf. USFWS has responsibility to recover Mexican gray wolves which includes evaluating recovery plans. Knowledge of the development of demographic and habitat models and ultimately a PVA through the program Vortex that was collaborative and provided the scientific base for the 2017 Recovery plan is needed to complete the next five-year plan. Overall, the Service is seeking a group that is qualified to: (1) facilitate science-based discussions on the observed versus predicted results from the 2017 PVA, (2) modify the 2017 PVA to reflect current inputs, and (3) write an addendum to the 2023 five-year evaluation that speaks to the scientific results of the PVA. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
